為深入貫(guan)徹落實中(zhong)辦(ban)、國辦(ban)《關于健全統一(yi)司(si)(si)(si)(si)法鑒(jian)(jian)定(ding)(ding)管(guan)理體制的實施意見》、《司(si)(si)(si)(si)法部關于進(jin)一(yi)步深化改革 強化監管(guan) 提高司(si)(si)(si)(si)法鑒(jian)(jian)定(ding)(ding)質(zhi)量和公(gong)信(xin)(xin)力的意見》(司(si)(si)(si)(si)發〔2020〕1號(hao))、《“十四(si)五”司(si)(si)(si)(si)法行(xing)(xing)政(zheng)事業(ye)發展(zhan)規(gui)劃》(司(si)(si)(si)(si)發〔2021〕4號(hao))、《檢(jian)驗檢(jian)測(ce)機構資(zi)(zi)質(zhi)認(ren)定(ding)(ding)管(guan)理辦(ban)法》(質(zhi)檢(jian)總局令第163號(hao))等規(gui)定(ding)(ding),進(jin)一(yi)步深化、創(chuang)新司(si)(si)(si)(si)法鑒(jian)(jian)定(ding)(ding)資(zi)(zi)質(zhi)認(ren)定(ding)(ding)工作,不(bu)斷提升(sheng)司(si)(si)(si)(si)法鑒(jian)(jian)定(ding)(ding)質(zhi)量和公(gong)信(xin)(xin)力,促(cu)進(jin)行(xing)(xing)業(ye)高質(zhi)量發展(zhan),結合司(si)(si)(si)(si)法鑒(jian)(jian)定(ding)(ding)行(xing)(xing)業(ye)現狀(zhuang)和工作實際,從(cong)2022年(nian)始到(dao)2024年(nian)末,開展(zhan)為期三年(nian)的司(si)(si)(si)(si)法鑒(jian)(jian)定(ding)(ding)資(zi)(zi)質(zhi)認(ren)定(ding)(ding)能力提升(sheng)行(xing)(xing)動,制定(ding)(ding)如下方案。

三、工作目標
(一)依(yi)(yi)法(fa)(fa)有序擴大資質(zhi)認定(ding)覆蓋面。嚴(yan)格做好規(gui)定(ding)范圍(wei)(wei)內司法(fa)(fa)鑒(jian)定(ding)資質(zhi)認定(ding)工(gong)作,根據工(gong)作發(fa)展(zhan)適時動態(tai)調(diao)整司法(fa)(fa)鑒(jian)定(ding)資質(zhi)認定(ding)項目(mu),充分滿(man)足行業管理和(he)質(zhi)量建設需求。到(dao)2022年底(di),從事規(gui)定(ding)范圍(wei)(wei)內司法(fa)(fa)鑒(jian)定(ding)業務的法(fa)(fa)人或(huo)者其他組織(zhi)的檢測實驗室應當依(yi)(yi)法(fa)(fa)通過資質(zhi)管理,全面提升技術能力(li)。
(二)大力加強(qiang)評(ping)審員隊伍建設。逐步擴大司法鑒定資質認定評(ping)審員隊伍規模,加強(qiang)能力建設,充分滿足評(ping)審和管理需要(yao)。到(dao)2022年底,基本建成覆蓋全面、結構合(he)理的司法鑒定資質認定評(ping)審員庫。
(三)建立(li)健全質量管(guan)控(kong)體(ti)系(xi)。持(chi)(chi)續提高司法鑒定(ding)機構內部管(guan)理水平,切實抓(zhua)好質量建設,努力保(bao)證(zheng)鑒定(ding)過程的(de)規范性和鑒定(ding)結果的(de)科學性。到2024年底(di),有(you)章可循、系(xi)統(tong)全面、防控(kong)風險、持(chi)(chi)續有(you)效(xiao)的(de)質量管(guan)理體(ti)系(xi)建立(li)健全并有(you)效(xiao)運行(xing)。
(四)全面提(ti)(ti)升(sheng)(sheng)(sheng)質(zhi)量管(guan)(guan)理能(neng)(neng)力(li)水平。持(chi)續提(ti)(ti)升(sheng)(sheng)(sheng)行政管(guan)(guan)理干(gan)(gan)部(bu)、行業(ye)(ye)協(xie)會(hui)管(guan)(guan)理人員專業(ye)(ye)素質(zhi)和管(guan)(guan)理能(neng)(neng)力(li)。到2024年底,培養一批熟法(fa)律、懂政策、有能(neng)(neng)力(li)、善管(guan)(guan)理、會(hui)監(jian)督司法(fa)鑒定機構合規運營的(de)管(guan)(guan)理干(gan)(gan)部(bu),確保司法(fa)鑒定行業(ye)(ye)監(jian)管(guan)(guan)水平科學、穩步提(ti)(ti)升(sheng)(sheng)(sheng)。
四、主要(yao)任務
(一)建立司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding)項目動態(tai)(tai)調整機(ji)制。法(fa)(fa)人或(huo)者其他組織(zhi)從(cong)事法(fa)(fa)醫物證(zheng)、法(fa)(fa)醫毒物、微量(liang)物證(zheng)和(he)(he)環境損害司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)業(ye)務的(de),應(ying)當(dang)(dang)具備(bei)相應(ying)的(de)通過資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding)的(de)檢測實(shi)(shi)驗室。結合司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)行業(ye)發展狀況,為更好地服務訴訟活動,從(cong)事聲像資(zi)(zi)料司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)業(ye)務的(de)法(fa)(fa)人或(huo)者其他組織(zhi)應(ying)當(dang)(dang)盡快申請資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding),自2023年1月1日(ri)起仍未通過的(de),司(si)(si)法(fa)(fa)行政機(ji)關(guan)應(ying)當(dang)(dang)依法(fa)(fa)依規處理。司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding)項目詳(xiang)見附(fu)件《司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)檢測實(shi)(shi)驗室資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding)項目分(fen)類表(biao)(2022版)》(以下簡(jian)稱《分(fen)類表(biao)》)。司(si)(si)法(fa)(fa)部和(he)(he)市場監管總局將根據司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)行業(ye)發展和(he)(he)工作實(shi)(shi)際,對(dui)司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding)項目進行動態(tai)(tai)調整,并在(zai)此(ci)基(ji)礎上細(xi)化相關(guan)標準(zhun),指(zhi)導全國統一開展司(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)(ding)(ding)(ding)(ding)(ding)資(zi)(zi)質(zhi)認(ren)(ren)(ren)定(ding)(ding)(ding)(ding)(ding)(ding)工作。
(二)規范司法(fa)鑒定(ding)(ding)(ding)資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)工作(zuo)程序。進(jin)一(yi)步(bu)規范申(shen)請(qing)主(zhu)體,從事法(fa)醫物(wu)(wu)證、法(fa)醫毒(du)物(wu)(wu)、微(wei)量物(wu)(wu)證、聲像資(zi)(zi)(zi)(zi)料(liao)、環境損害鑒定(ding)(ding)(ding)業務的(de)司法(fa)鑒定(ding)(ding)(ding)機(ji)構,應(ying)當(dang)以其設立(li)主(zhu)體向市場(chang)監(jian)管(guan)部門(men)(men)提出資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)申(shen)請(qing)。進(jin)一(yi)步(bu)明(ming)確受理(li)范圍,市場(chang)監(jian)管(guan)部門(men)(men)僅受理(li)《分(fen)類表》內的(de)資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)項(xiang)目申(shen)請(qing)。進(jin)一(yi)步(bu)嚴(yan)格(ge)(ge)評(ping)審要求,資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)嚴(yan)格(ge)(ge)按(an)照評(ping)審準(zhun)則進(jin)行,以告知(zhi)承諾方式(shi)申(shen)請(qing)資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)的(de),市場(chang)監(jian)管(guan)部門(men)(men)應(ying)當(dang)及時開展現場(chang)核查。進(jin)一(yi)步(bu)加(jia)強國(guo)家(jia)級資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)管(guan)理(li),嚴(yan)格(ge)(ge)按(an)照《司法(fa)部 國(guo)家(jia)市場(chang)監(jian)督管(guan)理(li)總局關于加(jia)快推進(jin)司法(fa)鑒定(ding)(ding)(ding)資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)工作(zuo)的(de)指(zhi)導意(yi)見》(司規〔2019〕4號)規定(ding)(ding)(ding)的(de)申(shen)請(qing)條件和程序申(shen)請(qing)國(guo)家(jia)級資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding);同時取(qu)得國(guo)家(jia)級和省(sheng)級資(zi)(zi)(zi)(zi)質認(ren)(ren)(ren)定(ding)(ding)(ding)的(de),取(qu)證機(ji)構應(ying)當(dang)主(zhu)動(dong)注銷一(yi)項(xiang),避免重復(fu)取(qu)證。
(三)加(jia)強資(zi)質認定(ding)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)體制機(ji)(ji)制建設。建立(li)重(zhong)大決策(ce)溝通機(ji)(ji)制,省級司(si)(si)(si)(si)法(fa)(fa)行(xing)政(zheng)(zheng)機(ji)(ji)關(guan)和市(shi)(shi)場監(jian)管部門(men)加(jia)快(kuai)研究制定(ding)相關(guan)政(zheng)(zheng)策(ce)文(wen)件,明確(que)司(si)(si)(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)資(zi)質認定(ding)受理范圍、申(shen)(shen)請(qing)條件和工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)流程,進一(yi)步(bu)加(jia)強工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)銜接,明確(que)管理職責,提高工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)效率。建立(li)司(si)(si)(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)機(ji)(ji)構(gou)專(zhuan)家評(ping)(ping)審(shen)(shen)與(yu)資(zi)質認定(ding)評(ping)(ping)審(shen)(shen)聯動(dong)機(ji)(ji)制,對(dui)于新申(shen)(shen)請(qing)從事或者已經(jing)審(shen)(shen)核登(deng)記(ji)的(de)司(si)(si)(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)機(ji)(ji)構(gou)申(shen)(shen)請(qing)增(zeng)加(jia)《分類表(biao)》內業務范圍的(de),如具備同步(bu)評(ping)(ping)審(shen)(shen)條件,司(si)(si)(si)(si)法(fa)(fa)行(xing)政(zheng)(zheng)機(ji)(ji)關(guan)與(yu)市(shi)(shi)場監(jian)管部門(men)同步(bu)按各自評(ping)(ping)審(shen)(shen)要求開展現場考評(ping)(ping),“一(yi)次(ci)性”完成(cheng)評(ping)(ping)審(shen)(shen)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)。建立(li)完善(shan)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)協(xie)作(zuo)(zuo)(zuo)(zuo)(zuo)機(ji)(ji)制,各省級司(si)(si)(si)(si)法(fa)(fa)行(xing)政(zheng)(zheng)機(ji)(ji)關(guan)和市(shi)(shi)場監(jian)管部門(men)之間加(jia)強信息共享交流和工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)聯動(dong),加(jia)強司(si)(si)(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)資(zi)質認定(ding)與(yu)行(xing)業登(deng)記(ji)管理工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)銜接,以資(zi)質認定(ding)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)為重(zhong)要抓手,持續提高司(si)(si)(si)(si)法(fa)(fa)鑒(jian)(jian)定(ding)行(xing)政(zheng)(zheng)許可規范化水平。
(四)發揮(hui)行業(ye)評(ping)(ping)審(shen)組(zu)(zu)職能作(zuo)用(yong)。進一步(bu)發揮(hui)國家資(zi)質認(ren)(ren)定(ding)(ding)司(si)法鑒定(ding)(ding)評(ping)(ping)審(shen)組(zu)(zu)作(zuo)用(yong),積(ji)極(ji)(ji)協助市(shi)場監(jian)管總局開(kai)展(zhan)國家級資(zi)質認(ren)(ren)定(ding)(ding)技術(shu)評(ping)(ping)審(shen)的組(zu)(zu)織和(he)協調(diao)工(gong)(gong)(gong)(gong)作(zuo);組(zu)(zu)織開(kai)展(zhan)司(si)法鑒定(ding)(ding)資(zi)質認(ren)(ren)定(ding)(ding)評(ping)(ping)審(shen)員的推薦報名、日常管理和(he)繼續(xu)教育(yu)培訓等(deng)工(gong)(gong)(gong)(gong)作(zuo),不(bu)斷提(ti)高評(ping)(ping)審(shen)專家隊伍履職能力和(he)專業(ye)水平。進一步(bu)發揮(hui)行業(ye)專家聚集優勢(shi),積(ji)極(ji)(ji)協助市(shi)場監(jian)管部門和(he)司(si)法行政(zheng)機關開(kai)展(zhan)司(si)法鑒定(ding)(ding)資(zi)質認(ren)(ren)定(ding)(ding)技術(shu)要(yao)求(qiu)制定(ding)(ding)、司(si)法鑒定(ding)(ding)行業(ye)檢測實驗(yan)室能力驗(yan)證等(deng)工(gong)(gong)(gong)(gong)作(zuo),不(bu)斷提(ti)升(sheng)司(si)法鑒定(ding)(ding)資(zi)質認(ren)(ren)定(ding)(ding)工(gong)(gong)(gong)(gong)作(zuo)質量。有條件(jian)的地區(qu)可以組(zu)(zu)建省(sheng)級資(zi)質認(ren)(ren)定(ding)(ding)司(si)法鑒定(ding)(ding)評(ping)(ping)審(shen)組(zu)(zu)。
(五)加(jia)強(qiang)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)能力(li)建設。進一步(bu)嚴格評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)考核要求,加(jia)強(qiang)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)教育培訓投入,三年內實現國(guo)家級(ji)司法鑒定(ding)(ding)資(zi)質(zhi)認(ren)定(ding)(ding)主任評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)、評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)、技術專(zhuan)家和(he)省級(ji)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)師資(zi)培訓全覆蓋。通過制(zhi)定(ding)(ding)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)能力(li)建設實施(shi)細則、編制(zhi)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)考核練習題(ti)庫、聯合(he)(he)開展評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)監(jian)督(du)管(guan)理等(deng)多(duo)種方(fang)式,多(duo)維度(du)綜(zong)合(he)(he)提升(sheng)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)員(yuan)(yuan)(yuan)能力(li),努力(li)滿足資(zi)質(zhi)認(ren)定(ding)(ding)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)和(he)管(guan)理需要。評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)人員(yuan)(yuan)(yuan)應當堅持客觀公(gong)正,遵守行為規范,執行評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)程序,不得擅(shan)自(zi)增加(jia)或者減少(shao)評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)范圍(wei),降低評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)要求,影響評(ping)(ping)(ping)(ping)審(shen)(shen)(shen)(shen)結果。
(六)加強(qiang)執(zhi)業(ye)能(neng)(neng)力(li)建(jian)(jian)設。司法(fa)(fa)(fa)行政機(ji)關(guan)用(yong)三年時(shi)間,分(fen)期分(fen)批(pi)分(fen)類開(kai)(kai)展(zhan)司法(fa)(fa)(fa)鑒(jian)(jian)定(ding)機(ji)構管(guan)(guan)理(li)人(ren)員、鑒(jian)(jian)定(ding)人(ren)全(quan)覆蓋培訓,重點針對司法(fa)(fa)(fa)鑒(jian)(jian)定(ding)機(ji)構管(guan)(guan)理(li)層、質(zhi)量(liang)(liang)負責人(ren)、技術負責人(ren)等關(guan)鍵崗位開(kai)(kai)展(zhan)涵蓋法(fa)(fa)(fa)律法(fa)(fa)(fa)規、政策要求、技術能(neng)(neng)力(li)和(he)過程(cheng)控(kong)制等方面(mian)(mian)的(de)教育培訓,持續提高司法(fa)(fa)(fa)鑒(jian)(jian)定(ding)機(ji)構質(zhi)量(liang)(liang)建(jian)(jian)設和(he)內(nei)部管(guan)(guan)理(li)能(neng)(neng)力(li)。加強(qiang)司法(fa)(fa)(fa)鑒(jian)(jian)定(ding)實踐(jian)能(neng)(neng)力(li)建(jian)(jian)設,組織專家深入司法(fa)(fa)(fa)鑒(jian)(jian)定(ding)機(ji)構,開(kai)(kai)展(zhan)實操指導和(he)場(chang)景演(yan)練,引(yin)導司法(fa)(fa)(fa)鑒(jian)(jian)定(ding)機(ji)構健全(quan)并運(yun)行有章可(ke)循(xun)、系(xi)統全(quan)面(mian)(mian)、持續有效的(de)管(guan)(guan)理(li)體系(xi),全(quan)面(mian)(mian)提升執(zhi)業(ye)能(neng)(neng)力(li)。
(七(qi))加強管(guan)(guan)(guan)(guan)(guan)理能(neng)力(li)建設。持續加強各級司法行政機關管(guan)(guan)(guan)(guan)(guan)理干部和行業(ye)(ye)(ye)協會(hui)管(guan)(guan)(guan)(guan)(guan)理人員能(neng)力(li)建設,開展(zhan)資(zi)質(zhi)認定有關理論學(xue)習、案(an)例剖析、經(jing)驗交流等(deng)活(huo)動,加快(kuai)培養一批(pi)熟悉(xi)政策,精通(tong)業(ye)(ye)(ye)務的高(gao)水平管(guan)(guan)(guan)(guan)(guan)理人才隊伍(wu)。加強信(xin)息化手段(duan)在管(guan)(guan)(guan)(guan)(guan)理工作(zuo)中的運用,完(wan)(wan)善司法鑒定管(guan)(guan)(guan)(guan)(guan)理信(xin)息系統,不斷豐富(fu)行業(ye)(ye)(ye)監(jian)管(guan)(guan)(guan)(guan)(guan)手段(duan),切實提高(gao)監(jian)管(guan)(guan)(guan)(guan)(guan)效(xiao)率和水平。充分(fen)發揮行業(ye)(ye)(ye)協會(hui)自律管(guan)(guan)(guan)(guan)(guan)理職能(neng),完(wan)(wan)善行政處罰與行業(ye)(ye)(ye)懲(cheng)戒銜接,形成行政管(guan)(guan)(guan)(guan)(guan)理與行業(ye)(ye)(ye)自律管(guan)(guan)(guan)(guan)(guan)理良性(xing)結合的管(guan)(guan)(guan)(guan)(guan)理模式,多(duo)層次提升(sheng)行業(ye)(ye)(ye)監(jian)管(guan)(guan)(guan)(guan)(guan)水平。
(八)加(jia)強(qiang)(qiang)監(jian)督(du)管(guan)(guan)理力度。司(si)(si)法(fa)行政機關要(yao)充(chong)分利用全面(mian)評查、能(neng)力驗(yan)(yan)證(zheng)、“雙(shuang)隨機、一公開(kai)(kai)”監(jian)督(du)抽查等手段,進(jin)一步加(jia)強(qiang)(qiang)對(dui)(dui)司(si)(si)法(fa)鑒(jian)定(ding)(ding)(ding)(ding)機構執業行為(wei)的(de)(de)監(jian)管(guan)(guan),對(dui)(dui)于在(zai)監(jian)管(guan)(guan)中發現不再(zai)符(fu)合資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)條(tiao)件和要(yao)求的(de)(de),應當及時(shi)通報(bao)市場(chang)監(jian)管(guan)(guan)部門,在(zai)整改(gai)完成前不得(de)開(kai)(kai)展對(dui)(dui)應專業領域司(si)(si)法(fa)鑒(jian)定(ding)(ding)(ding)(ding)業務。市場(chang)監(jian)管(guan)(guan)部門要(yao)加(jia)強(qiang)(qiang)對(dui)(dui)司(si)(si)法(fa)鑒(jian)定(ding)(ding)(ding)(ding)檢測實(shi)驗(yan)(yan)室的(de)(de)事中事后監(jian)管(guan)(guan),督(du)促其(qi)基本條(tiao)件和技術能(neng)力能(neng)夠(gou)持續符(fu)合資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)條(tiao)件和要(yao)求。要(yao)督(du)促鑒(jian)定(ding)(ding)(ding)(ding)機構規(gui)(gui)范資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)標(biao)志使用,經(jing)資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)的(de)(de)相關檢測實(shi)驗(yan)(yan)室為(wei)司(si)(si)法(fa)鑒(jian)定(ding)(ding)(ding)(ding)活動提供(gong)數(shu)據支撐(cheng)的(de)(de),應按照資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)有(you)關規(gui)(gui)定(ding)(ding)(ding)(ding)出(chu)具檢測報(bao)告(gao)(記載檢驗(yan)(yan)檢測數(shu)據、結果的(de)(de)書面(mian)資(zi)(zi)(zi)料(liao)),并(bing)加(jia)蓋資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)標(biao)志,司(si)(si)法(fa)鑒(jian)定(ding)(ding)(ding)(ding)意見書上(shang)無需標(biao)注資(zi)(zi)(zi)質(zhi)認定(ding)(ding)(ding)(ding)標(biao)志;檢測報(bao)告(gao)應當歸入鑒(jian)定(ding)(ding)(ding)(ding)檔案(an)并(bing)根據委托人要(yao)求提供(gong)。
