全國獸醫衛生事業發展規劃(2016—2020年)征求意見稿

一、發展(zhan)環(huan)境

  “十二五”時期,我國獸醫衛生事業繼續保持良好發展勢頭。各級獸醫部門認真貫徹落實黨中央國務院決策部署,攻堅克難、奮力拼搏,高質量地完成了《獸醫事業發展“十二五”規劃確定》的主要目標任務。動物疫病防控取得顯著成效。國務院辦公廳發布《國家中長期動物疫病防治規劃(2012—2020年)》,我國動物防疫工作全面步入規劃引領、科學防治的新階段。重大動物疫病防控部門合作、區域聯防聯控和應急管理機制日趨完善;全國消滅馬鼻疽,基本消滅馬傳貧,牛肺疫無疫狀態通過國際認可;高致病性禽流感、口蹄疫等重大動物疫病流行強度逐年下降、發病范圍顯著縮小、發病頻次明顯下降,全國連續多年未發生亞洲I型口蹄疫疫情。獸(shou)醫衛生風(feng)險控(kong)制(zhi)水平和(he)動(dong)物(wu)產(chan)品(pin)(pin)質(zhi)量安全監(jian)管(guan)能力大幅提高(gao)。生豬屠(tu)宰(zai)監(jian)管(guan)職責(ze)劃(hua)歸農(nong)業(ye)部門,打通了從養殖到屠(tu)宰(zai)衛生質(zhi)量風(feng)險控(kong)制(zhi)與監(jian)管(guan)鏈條(tiao);動(dong)物(wu)產(chan)地(di)檢疫(yi)和(he)屠(tu)宰(zai)檢疫(yi)更加規范,“十(shi)二五(wu)”期間全國(guo)產(chan)地(di)檢疫(yi)畜(chu)(chu)禽(qin)526.45億(yi)頭(只、羽(yu)),屠(tu)宰(zai)檢疫(yi)畜(chu)(chu)禽(qin)304.66億(yi)頭(只、羽(yu));查處違反《動(dong)物(wu)防疫(yi)法》案(an)件14.83萬件;《國(guo)務(wu)院辦(ban)(ban)公廳(ting)關于建立(li)病(bing)死(si)畜(chu)(chu)禽(qin)無(wu)害(hai)化處理機(ji)制(zhi)的(de)意見(jian)》(國(guo)辦(ban)(ban)發〔2014〕47號)正式出臺(tai),病(bing)死(si)畜(chu)(chu)禽(qin)無(wu)害(hai)化處理長效(xiao)機(ji)制(zhi)建設有序推進;獸(shou)藥產(chan)品(pin)(pin)質(zhi)量抽檢合格率(lv)穩步提升,“十(shi)二五(wu)”末合格率(lv)達到94.8%,同比提高(gao)3.7個百分(fen)點;動(dong)物(wu)產(chan)品(pin)(pin)獸(shou)藥殘留抽檢合格率(lv)保持在99%以上。以官(guan)方獸(shou)醫和執業(ye)(ye)獸(shou)醫為主體的新型獸(shou)醫制度(du)加快推進(jin),全國(guo)共(gong)認定官(guan)方獸(shou)醫11.05萬人(ren),7.67萬人(ren)獲得執業(ye)(ye)獸(shou)醫資(zi)格(ge)。在全體獸(shou)醫工(gong)作者的共(gong)同努力(li)下,我國(guo)獸(shou)醫衛生事業(ye)(ye)又邁上了一個大臺(tai)階。

  “十三五”時期,我國經濟建設、政治建設、文化建設、社會建設和生態文明建設將站在更高的起點上,世情、國情、農情將繼續發生深刻變化,獸醫衛生工作處于新的發展環境。一方面,我們需要審慎面對多重挑戰。一是動物疫病防控形勢并不樂觀。重大動物疫病仍在部分區域流行,主要人畜共患病流行范圍呈擴大態勢,外來動物疫病傳入風險持續存在。養殖規模化程度較低、活畜禽長途調運、現宰現食等養殖、流通和消費方式嚴重制約動物疫病防治水平的提升。二是動物(wu)(wu)產品質(zhi)量安全風(feng)險管理難度加大。從養殖到屠宰(zai)鏈(lian)條長、環節多,以藥物(wu)(wu)殘留為代表(biao)的(de)(de)化學性風(feng)險和以人畜共患病為代表(biao)的(de)(de)生物(wu)(wu)性風(feng)險并(bing)存,難防范、難管理。三是獸(shou)(shou)藥(yao)(yao)行(xing)業(ye)小散亂差(cha)現(xian)(xian)象同時存(cun)在。企(qi)業(ye)數(shu)量(liang)多、規(gui)模(mo)小,創新能(neng)力不(bu)強,產業(ye)集中(zhong)度(du)低、產能(neng)利用不(bu)足、產品同質化嚴重(zhong)。假冒(mao)偽劣(lie)與(yu)生(sheng)產經(jing)營使(shi)用不(bu)規(gui)范問題(ti)交(jiao)織,市(shi)(shi)場(chang)秩(zhi)(zhi)序需進(jin)一(yi)步規(gui)范。四(si)是屠宰行(xing)業(ye)轉型升級任(ren)重(zhong)道遠(yuan)。規(gui)模(mo)以(yi)上屠宰企(qi)業(ye)僅占20%。行(xing)業(ye)產能(neng)嚴重(zhong)過(guo)剩,多數(shu)屠宰企(qi)業(ye)實(shi)際屠宰量(liang)遠(yuan)低于設計(ji)能(neng)力。收費代宰現(xian)(xian)象普遍。私屠濫宰、屠宰病死(si)豬、注水、注入瘦肉精等違(wei)法(fa)行(xing)為嚴重(zhong)干擾正(zheng)常市(shi)(shi)場(chang)秩(zhi)(zhi)序,危害動物(wu)源(yuan)性(xing)食品安全(quan)(quan)。另一(yi)方面,我們已經(jing)積(ji)聚了多種(zhong)推動獸(shou)(shou)醫衛(wei)生(sheng)事(shi)業(ye)發(fa)展(zhan)的基(ji)礎勢能(neng)。“同一(yi)個世(shi)界,同一(yi)個健康(kang)”理(li)(li)念(nian)深入人(ren)心(xin)。以(yi)《動物(wu)防(fang)疫法(fa)》為核(he)心(xin),以(yi)《重(zhong)大(da)(da)動物(wu)疫情(qing)應急條例(li)》《獸(shou)(shou)藥(yao)(yao)管理(li)(li)條例(li)》《病原(yuan)微生(sheng)物(wu)實(shi)驗室(shi)生(sheng)物(wu)安全(quan)(quan)管理(li)(li)條例(li)》《生(sheng)豬屠宰管理(li)(li)條例(li)》為骨(gu)干的獸(shou)(shou)醫法(fa)律體系(xi)基(ji)本形成(cheng)。獸(shou)(shou)醫行(xing)政管理(li)(li)、技術支撐、動物(wu)衛(wei)生(sheng)監(jian)督和(he)獸(shou)(shou)醫藥(yao)(yao)品監(jian)察工(gong)作體系(xi)相對(dui)健全(quan)(quan)。獸(shou)(shou)醫工(gong)作財政支持保障政策(ce)體系(xi)逐步優化,強制免(mian)疫、撲(pu)殺、無害化處(chu)理(li)(li)、基(ji)層動物(wu)防(fang)疫工(gong)作補貼補助制度(du)不(bu)斷(duan)完(wan)善,獸(shou)(shou)醫工(gong)作人(ren)力物(wu)力財力保障機制初步建立。綜合判斷(duan),獸(shou)(shou)醫衛(wei)生(sheng)事(shi)業(ye)發(fa)展(zhan)正(zheng)處(chu)于可以(yi)大(da)(da)有作為的重(zhong)要戰略機遇(yu)期。

  在(zai)全(quan)面建成小康社會的(de)決勝(sheng)階(jie)段,做(zuo)好獸(shou)醫(yi)衛(wei)(wei)(wei)生(sheng)(sheng)工作,我們必(bi)(bi)須(xu)一手積極應對風(feng)險挑戰,一手牢牢把(ba)握科(ke)學發(fa)展的(de)主動(dong)權。必(bi)(bi)須(xu)增強機遇意(yi)識(shi)和憂患意(yi)識(shi),主動(dong)適應環境變化(hua)(hua),有(you)(you)效(xiao)化(hua)(hua)解(jie)各(ge)(ge)種矛盾。必(bi)(bi)須(xu)更加準確(que)把(ba)握“保障(zhang)養殖業(ye)生(sheng)(sheng)產(chan)安(an)全(quan)、動(dong)物產(chan)品質量(liang)安(an)全(quan)、公共衛(wei)(wei)(wei)生(sheng)(sheng)安(an)全(quan)和生(sheng)(sheng)態安(an)全(quan)”的(de)獸(shou)醫(yi)工作新(xin)(xin)定位(wei)。必(bi)(bi)須(xu)在(zai)突出服務和促進養殖業(ye)轉型升級的(de)基(ji)礎上,以改革精神(shen)和法(fa)治思維,謀(mou)劃破(po)解(jie)發(fa)展難題。必(bi)(bi)須(xu)更加自覺地匯聚(ju)各(ge)(ge)方力(li)量(liang),加快構建科(ke)學高效(xiao)的(de)全(quan)鏈條(tiao)獸(shou)醫(yi)衛(wei)(wei)(wei)生(sheng)(sheng)風(feng)險防(fang)范控制體系(xi)、功能完備的(de)獸(shou)醫(yi)衛(wei)(wei)(wei)生(sheng)(sheng)監管(guan)體系(xi)和社會化(hua)(hua)服務體系(xi)、企業(ye)主體責任與政(zheng)府(fu)監管(guan)責任協同促進的(de)有(you)(you)效(xiao)管(guan)理格局,努力(li)促進獸(shou)醫(yi)衛(wei)(wei)(wei)生(sheng)(sheng)治理體系(xi)和治理能力(li)現代化(hua)(hua),加快推(tui)動(dong)獸(shou)醫(yi)衛(wei)(wei)(wei)生(sheng)(sheng)事業(ye)取得新(xin)(xin)突破(po)、實(shi)現新(xin)(xin)發(fa)展。

  二、指導思想、基本原(yuan)則與發展目標

  (一)指(zhi)導思(si)想(xiang)

  全(quan)(quan)面(mian)貫徹(che)(che)落(luo)實黨的(de)十八大、十八屆三中、四(si)中、五中全(quan)(quan)會精神,以(yi)馬克(ke)思主(zhu)義、毛澤東(dong)思想、鄧小平理論、“三個(ge)代表(biao)”重要(yao)思想、科(ke)學(xue)發(fa)(fa)(fa)展(zhan)(zhan)觀為(wei)(wei)指導(dao),深入貫徹(che)(che)習近平總書記系列重要(yao)講話精神,堅持四(si)個(ge)全(quan)(quan)面(mian)戰略布局,以(yi)推動(dong)獸醫事業(ye)科(ke)學(xue)健康發(fa)(fa)(fa)展(zhan)(zhan)為(wei)(wei)目標,以(yi)“防風(feng)險、保安全(quan)(quan)、促(cu)發(fa)(fa)(fa)展(zhan)(zhan)”為(wei)(wei)主(zhu)線,推動(dong)形(xing)成(cheng)更加(jia)(jia)成(cheng)熟的(de)制度體系、更加(jia)(jia)健全(quan)(quan)的(de)機構隊伍、更加(jia)(jia)完善的(de)財政保障(zhang)機制,更好地(di)利用國內(nei)國際兩(liang)個(ge)市場、兩(liang)種資源,強化從養殖到屠宰(zai)全(quan)(quan)鏈條獸醫衛生風(feng)險管理,提高動(dong)物疫病防治能力,為(wei)(wei)保障(zhang)養殖業(ye)生產安全(quan)(quan)、動(dong)物產品質量安全(quan)(quan)、公(gong)共衛生安全(quan)(quan)和生態安全(quan)(quan),促(cu)進農業(ye)農村經濟平穩較快發(fa)(fa)(fa)展(zhan)(zhan)作出新貢(gong)獻(xian)。

  (二)基本原則

  ——堅持把(ba)全面提高從(cong)(cong)養殖到屠宰全鏈條獸醫(yi)衛生風(feng)險(xian)控(kong)制能力作為主攻(gong)方向(xiang)。加強動(dong)物養殖、移動(dong)、屠宰等關鍵環節管(guan)理,強化從(cong)(cong)養殖到屠宰全鏈條獸醫(yi)衛生風(feng)險(xian)追溯監管(guan),科學防范、有效(xiao)控(kong)制、高效(xiao)管(guan)理動(dong)物疫(yi)病風(feng)險(xian)和動(dong)物源性(xing)食品質(zhi)量衛生風(feng)險(xian)。

  ——堅持把全面改(gai)革創(chuang)新(xin)(xin)(xin)作為根本動力。以有效提供公共(gong)服(fu)務(wu)(wu)、全面提升社會化服(fu)務(wu)(wu)水平為導(dao)向,深化獸(shou)醫(yi)管理(li)體制改(gai)革,加(jia)快獸(shou)醫(yi)衛生制度(du)創(chuang)新(xin)(xin)(xin)和科技(ji)創(chuang)新(xin)(xin)(xin),形成公共(gong)機構與管理(li)服(fu)務(wu)(wu)對(dui)象共(gong)同促進獸(shou)醫(yi)衛生事業(ye)發(fa)展的新(xin)(xin)(xin)機制。

  ——堅持把全(quan)面提升(sheng)獸(shou)醫(yi)體(ti)系效能(neng)作為核心任務。整合(he)(he)政府與(yu)市場資源,強化(hua)人財物綜合(he)(he)保障能(neng)力(li)(li),構建結構完善、分工(gong)合(he)(he)理、權責(ze)清晰、運轉高效的獸(shou)醫(yi)體(ti)系,提高獸(shou)醫(yi)工(gong)作科學決策能(neng)力(li)(li)、技術(shu)支撐能(neng)力(li)(li)、監督(du)執(zhi)法能(neng)力(li)(li)和服務生產能(neng)力(li)(li)。

  ——堅持(chi)把全(quan)面促(cu)進(jin)產(chan)(chan)業(ye)(ye)(ye)發(fa)展作(zuo)為關鍵舉措(cuo)。在(zai)充分發(fa)揮市場機制作(zuo)用(yong)、嚴(yan)格遵循(xun)產(chan)(chan)業(ye)(ye)(ye)發(fa)展規律的基礎上,優化市場環(huan)境,維(wei)護市場秩序,激(ji)活各類生(sheng)產(chan)(chan)要素,推動產(chan)(chan)業(ye)(ye)(ye)創(chuang)新發(fa)展和轉型升(sheng)級,提高獸藥產(chan)(chan)業(ye)(ye)(ye)和屠宰產(chan)(chan)業(ye)(ye)(ye)的國際競爭力。

  (三)發展目標(biao)

  ——獸醫(yi)(yi)事業發展保障(zhang)措(cuo)施(shi)更(geng)加(jia)(jia)有力。基礎設施(shi)和(he)機(ji)構隊伍更(geng)加(jia)(jia)健(jian)全,法(fa)律(lv)法(fa)規標準規范體(ti)系更(geng)加(jia)(jia)完善,獸醫(yi)(yi)公共財政投(tou)入機(ji)制更(geng)加(jia)(jia)穩定,獸醫(yi)(yi)領域國際交(jiao)流合作(zuo)更(geng)加(jia)(jia)深入,科(ke)技支撐能力和(he)獸醫(yi)(yi)社(she)會化服務水平顯著提高(gao)。

  ——動(dong)(dong)物疫(yi)病(bing)防治能力顯(xian)著增強。16種(zhong)(zhong)優先(xian)防治的國內動(dong)(dong)物疫(yi)病(bing)達到《國家中長期動(dong)(dong)物疫(yi)病(bing)防治規劃(2012—2020年)》提(ti)出(chu)的考核標準(zhun)。13種(zhong)(zhong)重點防范的外來動(dong)(dong)物疫(yi)病(bing)傳(chuan)入和(he)擴散風險有效降(jiang)低,外來動(dong)(dong)物疫(yi)病(bing)防范和(he)處置(zhi)能力明顯(xian)提(ti)高(gao),動(dong)(dong)物發病(bing)率、死亡率和(he)公共衛生風險顯(xian)著降(jiang)低,生豬、家禽(qin)、牛、羊(yang)發病(bing)率分別下降(jiang)到5%、6%、4%、3%以下。

  ——從(cong)養(yang)殖到屠(tu)宰全鏈(lian)條獸醫衛生監管(guan)能力大幅提高。風險(xian)管(guan)理能力顯著提升,活畜禽長(chang)距離大范(fan)圍調運逐步規范(fan),病(bing)死畜禽無(wu)害(hai)化處理機制不斷完善,屠(tu)宰行業基本實現分級分類(lei)管(guan)理,獸藥產品質(zhi)量抽檢合(he)格率穩定(ding)在95%以上。

  ——獸藥(yao)產業(ye)和畜禽(qin)屠宰(zai)產業(ye)健康(kang)發展。獸藥(yao)產業(ye)總產值增(zeng)長20%以(yi)上,大中型企業(ye)占比(bi)提高20%以(yi)上。規(gui)模以(yi)上生豬屠宰(zai)企業(ye)屠宰(zai)量占比(bi)超過80%,牛羊(yang)雞集中屠宰(zai)穩步(bu)推進,城市冷鮮肉(rou)市場占有率超過30%。

  三、重點任務

  (一)深化(hua)獸醫管理體(ti)制(zhi)(zhi)機制(zhi)(zhi)改革(ge)

  1.健全完善獸(shou)(shou)醫(yi)工(gong)作體系(xi)。深(shen)入貫徹(che)中央關于全面深(shen)化(hua)改革(ge)的戰略部署(shu),在(zai)鞏固《國(guo)務院(yuan)關于推進獸(shou)(shou)醫(yi)管(guan)理(li)體制改革(ge)的若(ruo)干意(yi)見》(國(guo)發〔2005〕15號)取得成果的基(ji)(ji)礎上,穩定和(he)(he)(he)發展(zhan)獸(shou)(shou)醫(yi)行(xing)政管(guan)理(li)、動(dong)物衛生(sheng)監(jian)督、動(dong)物疫病預防控制、獸(shou)(shou)醫(yi)藥(yao)品監(jian)察、畜禽屠(tu)宰行(xing)業管(guan)理(li)機(ji)構隊(dui)伍(wu)。建立(li)獸(shou)(shou)醫(yi)體系(xi)效能(neng)(neng)評估機(ji)制,出(chu)臺獸(shou)(shou)醫(yi)機(ji)構條件能(neng)(neng)力(li)(li)建設標準,確立(li)優先發展(zhan)事項和(he)(he)(he)重點建設任(ren)務。根據法律規定,遵(zun)循事權和(he)(he)(he)支(zhi)出(chu)責任(ren)相適應(ying)的原則,加強獸(shou)(shou)醫(yi)機(ji)構核心能(neng)(neng)力(li)(li)建設,科(ke)學合理(li)配置人力(li)(li)財力(li)(li)物力(li)(li)資源,筑(zhu)牢獸(shou)(shou)醫(yi)體系(xi)提供動(dong)物疫病風險防治和(he)(he)(he)動(dong)物產品質量(liang)安全監(jian)管(guan)等(deng)公(gong)共服務的平臺基(ji)(ji)礎。

  2.調整理(li)順(shun)獸醫機(ji)構(gou)關(guan)系(xi)。省(sheng)市(shi)縣三級,重點理(li)順(shun)監督執法(fa)與技術(shu)支(zhi)撐機(ji)構(gou)之(zhi)間(jian)的關(guan)系(xi),建立獸醫衛生(sheng)信息通報、資源共享協作(zuo)機(ji)制;鄉鎮一(yi)級,重點統籌(chou)基(ji)層監督執法(fa)力量(liang)(liang)、防疫(yi)監管力量(liang)(liang)和獸醫服(fu)務(wu)力量(liang)(liang),形(xing)成(cheng)動物(wu)疫(yi)病預防控制與動物(wu)檢疫(yi)、動物(wu)監督執法(fa)相互(hu)(hu)支(zhi)持,獸醫公共管理(li)與社會化服(fu)務(wu)相互(hu)(hu)促進的工(gong)作(zuo)格局。

  3.著力(li)加強(qiang)獸(shou)醫(yi)(yi)(yi)(yi)隊(dui)伍建設。持續推進新(xin)型獸(shou)醫(yi)(yi)(yi)(yi)制度(du)建設,突出質量導向,擴大和充實(shi)官(guan)(guan)方獸(shou)醫(yi)(yi)(yi)(yi)與(yu)執業獸(shou)醫(yi)(yi)(yi)(yi)隊(dui)伍;兼顧(gu)實(shi)際(ji)需求,管(guan)好和放活鄉(xiang)村獸(shou)醫(yi)(yi)(yi)(yi)與(yu)村級防疫(yi)員隊(dui)伍。研究調整官(guan)(guan)方獸(shou)醫(yi)(yi)(yi)(yi)資格(ge)認定(ding)范圍,實(shi)施新(xin)一輪官(guan)(guan)方獸(shou)醫(yi)(yi)(yi)(yi)培訓規劃。加強(qiang)執業獸(shou)醫(yi)(yi)(yi)(yi)管(guan)理,完善準(zhun)入制度(du),嚴格(ge)獸(shou)醫(yi)(yi)(yi)(yi)執業條件要求,優化(hua)執業獸(shou)醫(yi)(yi)(yi)(yi)隊(dui)伍發展(zhan)環(huan)境,引(yin)導符合條件的鄉(xiang)村獸(shou)醫(yi)(yi)(yi)(yi)向執業獸(shou)醫(yi)(yi)(yi)(yi)發展(zhan)。完善村級防疫(yi)員考評機(ji)制,提高村級防疫(yi)員組織化(hua)水平。

  4.大力(li)推(tui)動(dong)(dong)獸(shou)(shou)醫(yi)(yi)社(she)會化(hua)(hua)服(fu)(fu)(fu)(fu)務(wu)體系發(fa)展(zhan)。建立(li)完(wan)善生產經營(ying)者履行主體責任、政(zheng)府(fu)依法(fa)監(jian)管(guan)和(he)社(she)會廣泛參與的獸(shou)(shou)醫(yi)(yi)社(she)會化(hua)(hua)服(fu)(fu)(fu)(fu)務(wu)治理機(ji)制。綜(zong)合(he)運(yun)用畜牧(mu)獸(shou)(shou)醫(yi)(yi)扶持補貼(tie)政(zheng)策(ce)和(he)金融保險杠桿等(deng)市場化(hua)(hua)手段,引導社(she)會力(li)量進(jin)入獸(shou)(shou)醫(yi)(yi)服(fu)(fu)(fu)(fu)務(wu)領域。鼓勵(li)養殖(zhi)和(he)獸(shou)(shou)藥(yao)生產經營(ying)企業(ye)、動(dong)(dong)物(wu)診(zhen)療機(ji)構及(ji)其他市場主體成(cheng)立(li)動(dong)(dong)物(wu)防疫服(fu)(fu)(fu)(fu)務(wu)隊、合(he)作社(she)等(deng)多種(zhong)形式的服(fu)(fu)(fu)(fu)務(wu)機(ji)構,規范整合(he)村級防疫員資源,向養殖(zhi)場戶提(ti)供(gong)高(gao)質量的免疫、診(zhen)療、用藥(yao)等(deng)獸(shou)(shou)醫(yi)(yi)衛生服(fu)(fu)(fu)(fu)務(wu)。推(tui)廣“政(zheng)府(fu)購(gou)買服(fu)(fu)(fu)(fu)務(wu)”,探(tan)索(suo)將獸(shou)(shou)醫(yi)(yi)公益性服(fu)(fu)(fu)(fu)務(wu)交由(you)具(ju)有資質、具(ju)備能力(li)的獸(shou)(shou)醫(yi)(yi)服(fu)(fu)(fu)(fu)務(wu)組織(zhi)和(he)其他市場主體承(cheng)擔,優(you)化(hua)(hua)基層動(dong)(dong)物(wu)防疫補貼(tie)經費使用的新機(ji)制。鼓勵(li)動(dong)(dong)物(wu)診(zhen)療機(ji)構開展(zhan)標準化(hua)(hua)建設、實行連鎖式經營(ying)。探(tan)索(suo)通過(guo)“互聯網+”、移動(dong)(dong)診(zhen)療等(deng)方式,擴大獸(shou)(shou)醫(yi)(yi)診(zhen)療服(fu)(fu)(fu)(fu)務(wu)半徑,提(ti)高(gao)服(fu)(fu)(fu)(fu)務(wu)質量。支持獸(shou)(shou)醫(yi)(yi)行業(ye)組織(zhi)發(fa)揮橋(qiao)梁紐帶(dai)作用,促進(jin)資源整合(he)、行業(ye)自律、專業(ye)服(fu)(fu)(fu)(fu)務(wu)和(he)權(quan)益維(wei)護,為獸(shou)(shou)醫(yi)(yi)事(shi)業(ye)發(fa)展(zhan)注(zhu)入新動(dong)(dong)力(li)、增強新活力(li)、拓展(zhan)新空間。

  (二)加強(qiang)獸醫衛生法治建設

  1.完善(shan)獸(shou)(shou)(shou)(shou)醫衛生法律規范體(ti)系(xi)。遵循獸(shou)(shou)(shou)(shou)醫隊(dui)伍建設(she)規律、動物疫(yi)病和人畜共患(huan)病防治規律、養殖屠宰加(jia)工(gong)(gong)業(ye)發展規律,立足現狀,借鑒國際成熟經驗,加(jia)快獸(shou)(shou)(shou)(shou)醫人員(yuan)管理立法,開展《動物防疫(yi)法》《獸(shou)(shou)(shou)(shou)藥管理條例》《生豬屠宰管理條例》修訂工(gong)(gong)作。健全法律法規配套標準,完善(shan)技術(shu)規程和標準體(ti)系(xi),為規范開展獸(shou)(shou)(shou)(shou)醫衛生公(gong)共管理和社(she)會化服務工(gong)(gong)作提(ti)供法律保障(zhang)。

  2.構(gou)建基(ji)層畜(chu)牧(mu)獸(shou)(shou)醫(yi)綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)體系(xi)。大(da)力(li)推行基(ji)層綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa),全面履行畜(chu)牧(mu)獸(shou)(shou)醫(yi)部門法(fa)(fa)(fa)(fa)(fa)(fa)定(ding)職(zhi)責。建立省市級(ji)畜(chu)牧(mu)獸(shou)(shou)醫(yi)行政執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)與綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)協(xie)調機(ji)制(zhi),加強(qiang)對(dui)縣級(ji)畜(chu)牧(mu)獸(shou)(shou)醫(yi)綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)的業務指導。重點以縣級(ji)動(dong)物(wu)(wu)衛生(sheng)監督(du)機(ji)構(gou)為依托(tuo),整合(he)(he)畜(chu)牧(mu)獸(shou)(shou)醫(yi)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)隊伍,統一(yi)行使動(dong)物(wu)(wu)防疫(yi)檢疫(yi)、種(zhong)畜(chu)禽、飼(si)料、獸(shou)(shou)藥、畜(chu)禽屠宰、生(sheng)鮮(xian)乳、獸(shou)(shou)醫(yi)實驗室生(sheng)物(wu)(wu)安全、動(dong)物(wu)(wu)診療機(ji)構(gou)和獸(shou)(shou)醫(yi)從業人員(yuan)監督(du)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)等職(zhi)責,逐步(bu)實現執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)人員(yuan)統一(yi)管理(li),執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)力(li)量統一(yi)調度。明確細化綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)機(ji)構(gou)職(zhi)能(neng),完善執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)委托(tuo)手續(xu),確保(bao)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)行為合(he)(he)法(fa)(fa)(fa)(fa)(fa)(fa)有效。充實綜合(he)(he)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)人員(yuan)力(li)量,提(ti)高執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)裝備(bei)水平,建立條(tiao)件能(neng)力(li)與執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)任務相(xiang)匹配的保(bao)障(zhang)機(ji)制(zhi)。

  3.構建獸(shou)醫普(pu)法(fa)(fa)宣(xuan)(xuan)傳(chuan)教育機制(zhi)。強化獸(shou)醫系統(tong)學法(fa)(fa)用法(fa)(fa)宣(xuan)(xuan)傳(chuan)教育,增強權力(li)(li)法(fa)(fa)定、權責一致意(yi)識(shi)。落(luo)實“誰執(zhi)法(fa)(fa)誰普(pu)法(fa)(fa)”的普(pu)法(fa)(fa)責任制(zhi),切實加強對(dui)管(guan)理(li)相對(dui)人的法(fa)(fa)治(zhi)(zhi)宣(xuan)(xuan)傳(chuan),督促其履行動物(wu)防疫(yi)和(he)動物(wu)產品質量安(an)全(quan)(quan)主體(ti)責任。健全(quan)(quan)普(pu)法(fa)(fa)工(gong)作機制(zhi),綜合(he)運用傳(chuan)統(tong)媒體(ti)和(he)新媒體(ti),定期(qi)開(kai)展獸(shou)醫法(fa)(fa)制(zhi)宣(xuan)(xuan)講和(he)主題(ti)教育活動,擴大宣(xuan)(xuan)傳(chuan)教育的覆蓋面和(he)滲(shen)透力(li)(li),形成(cheng)管(guan)理(li)服務對(dui)象(xiang)和(he)相關利益方積(ji)極參與(yu)獸(shou)醫法(fa)(fa)治(zhi)(zhi)建設(she)的良好(hao)氛圍。

  (三)提高動物疫病防治(zhi)能力(li)

  1.有計劃(hua)地控制(zhi)(zhi)(zhi)凈(jing)化重(zhong)點病(bing)(bing)(bing)種。深入貫徹《國(guo)(guo)(guo)家中(zhong)長(chang)期動(dong)(dong)物(wu)(wu)(wu)(wu)疫(yi)(yi)(yi)病(bing)(bing)(bing)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)規(gui)劃(hua)(2012—2020年)》,根據生物(wu)(wu)(wu)(wu)學(xue)特(te)點和流行病(bing)(bing)(bing)學(xue)規(gui)律,制(zhi)(zhi)(zhi)定實(shi)施優先防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)動(dong)(dong)物(wu)(wu)(wu)(wu)疫(yi)(yi)(yi)病(bing)(bing)(bing)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)計劃(hua)和指導意見(jian)。在(zai)(zai)口(kou)蹄疫(yi)(yi)(yi)和禽(qin)流感(gan)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)中(zhong),繼續強(qiang)化強(qiang)制(zhi)(zhi)(zhi)免(mian)疫(yi)(yi)(yi)監(jian)測凈(jing)化等綜合(he)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)措(cuo)(cuo)施。在(zai)(zai)布魯氏(shi)菌(jun)(jun)病(bing)(bing)(bing)和奶牛結核(he)病(bing)(bing)(bing)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)中(zhong),突出抓(zhua)好免(mian)疫(yi)(yi)(yi)、監(jian)測和風險評(ping)估(gu)工(gong)作,嚴格動(dong)(dong)物(wu)(wu)(wu)(wu)移動(dong)(dong)管理(li)(li),推(tui)進養(yang)殖場和重(zhong)點養(yang)殖區監(jian)測凈(jing)化。在(zai)(zai)狂犬(quan)病(bing)(bing)(bing)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)中(zhong),重(zhong)點加強(qiang)免(mian)疫(yi)(yi)(yi)和疫(yi)(yi)(yi)情監(jian)測。在(zai)(zai)血吸蟲(chong)病(bing)(bing)(bing)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)中(zhong),以(yi)控制(zhi)(zhi)(zhi)牲畜傳(chuan)染(ran)(ran)源為重(zhong)點,實(shi)施農(nong)業綜合(he)治(zhi)(zhi)(zhi)(zhi)理(li)(li)。在(zai)(zai)包蟲(chong)病(bing)(bing)(bing)防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)中(zhong),落實(shi)驅蟲(chong)、免(mian)疫(yi)(yi)(yi)等預(yu)防(fang)(fang)(fang)措(cuo)(cuo)施,加強(qiang)檢疫(yi)(yi)(yi)和屠宰管理(li)(li)。在(zai)(zai)高致病(bing)(bing)(bing)性(xing)豬藍耳病(bing)(bing)(bing)、豬瘟、新城疫(yi)(yi)(yi)、沙門氏(shi)菌(jun)(jun)病(bing)(bing)(bing)、禽(qin)白血病(bing)(bing)(bing)、豬偽狂犬(quan)病(bing)(bing)(bing)和豬繁殖與呼吸綜合(he)征防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)中(zhong),強(qiang)化種源監(jian)測凈(jing)化。維持(chi)馬鼻疽全(quan)國(guo)(guo)(guo)無疫(yi)(yi)(yi)狀態,到2020年力(li)爭全(quan)國(guo)(guo)(guo)消滅(mie)馬傳(chuan)染(ran)(ran)性(xing)貧血。

  2.防范外(wai)來(lai)(lai)(lai)動物(wu)疫(yi)病(bing)傳(chuan)入(ru)風(feng)險。堅持疏堵結合(he),重點防范非洲(zhou)豬瘟、牛海(hai)綿狀腦病(bing)等《國家(jia)中長期動物(wu)疫(yi)病(bing)防治(zhi)規(gui)劃(2012—2020年)》確定(ding)的13種外(wai)來(lai)(lai)(lai)動物(wu)疫(yi)病(bing)。加強進口風(feng)險評估(gu)、口岸檢驗(yan)檢疫(yi)等關(guan)鍵環節管理,探索境外(wai)動物(wu)疫(yi)病(bing)風(feng)險等效區評估(gu)認可機制,嚴厲打(da)擊非法(fa)進口動物(wu)和動物(wu)產(chan)品(pin)行(xing)為。創新跨境動物(wu)疫(yi)病(bing)防控模式,完善邊境動物(wu)防疫(yi)安全屏(ping)障(zhang)、外(wai)來(lai)(lai)(lai)病(bing)監測(ce)網絡,建立(li)邊境控制區和免疫(yi)帶,健全監測(ce)巡(xun)查(cha)制度,協作開展野生動物(wu)傳(chuan)播(bo)外(wai)來(lai)(lai)(lai)動物(wu)疫(yi)病(bing)的風(feng)險監測(ce),全面(mian)提高(gao)外(wai)來(lai)(lai)(lai)動物(wu)疫(yi)病(bing)風(feng)險預警和風(feng)險防范能力。

  3.提(ti)高動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)綜合(he)(he)防(fang)(fang)(fang)治能力(li)(li)。一是實施(shi)(shi)種(zhong)畜(chu)禽(qin)場(chang)(chang)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)凈化(hua)(hua)(hua)策略(lve)。健(jian)全種(zhong)用動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)健(jian)康標(biao)準,嚴格種(zhong)畜(chu)禽(qin)場(chang)(chang)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)防(fang)(fang)(fang)疫(yi)(yi)管(guan)(guan)(guan)理(li)。出臺種(zhong)雞場(chang)(chang)、種(zhong)豬(zhu)場(chang)(chang)重(zhong)(zhong)點疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)凈化(hua)(hua)(hua)評(ping)(ping)估標(biao)準,推進(jin)種(zhong)雞場(chang)(chang)、種(zhong)豬(zhu)場(chang)(chang)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)凈化(hua)(hua)(hua),定期發(fa)布(bu)(bu)無(wu)(wu)特定病(bing)(bing)(bing)(bing)(bing)(bing)原場(chang)(chang)(群)名錄、種(zhong)畜(chu)禽(qin)場(chang)(chang)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)監(jian)(jian)(jian)測(ce)情(qing)況(kuang)。二(er)是實施(shi)(shi)養殖(zhi)場(chang)(chang)所動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)風險(xian)防(fang)(fang)(fang)范策略(lve)。深入推進(jin)標(biao)準化(hua)(hua)(hua)規模(mo)養殖(zhi)。建(jian)(jian)立健(jian)全無(wu)(wu)疫(yi)(yi)企(qi)業(ye)建(jian)(jian)設(she)標(biao)準,完(wan)善相關評(ping)(ping)估制度,及時發(fa)布(bu)(bu)無(wu)(wu)疫(yi)(yi)企(qi)業(ye)名錄。綜合(he)(he)利用金融保險(xian)杠桿(gan),結合(he)(he)養殖(zhi)補貼等項(xiang)目和(he)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)防(fang)(fang)(fang)疫(yi)(yi)條件(jian)管(guan)(guan)(guan)理(li),支持符合(he)(he)條件(jian)的(de)(de)企(qi)業(ye)建(jian)(jian)設(she)生(sheng)物(wu)(wu)(wu)安全隔離區(qu)(無(wu)(wu)疫(yi)(yi)企(qi)業(ye))。出臺差(cha)異化(hua)(hua)(hua)流(liu)(liu)通(tong)(tong)監(jian)(jian)(jian)管(guan)(guan)(guan)措(cuo)施(shi)(shi),促進(jin)形成(cheng)(cheng)養殖(zhi)場(chang)(chang)所持續(xu)改(gai)善生(sheng)物(wu)(wu)(wu)安全措(cuo)施(shi)(shi)的(de)(de)內(nei)生(sheng)動(dong)(dong)(dong)(dong)力(li)(li)機制。三是實施(shi)(shi)無(wu)(wu)規定動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)區(qu)建(jian)(jian)設(she)策略(lve)。完(wan)善無(wu)(wu)疫(yi)(yi)區(qu)管(guan)(guan)(guan)理(li)制度,支持有條件(jian)的(de)(de)地區(qu)開(kai)展無(wu)(wu)疫(yi)(yi)區(qu)建(jian)(jian)設(she)評(ping)(ping)估工(gong)作。加(jia)強(qiang)區(qu)域(yu)內(nei)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)監(jian)(jian)(jian)測(ce)、動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)衛生(sheng)監(jian)(jian)(jian)督、防(fang)(fang)(fang)疫(yi)(yi)屏障和(he)應(ying)(ying)(ying)急(ji)反應(ying)(ying)(ying)體系(xi)建(jian)(jian)設(she),優(you)(you)化(hua)(hua)(hua)流(liu)(liu)通(tong)(tong)控制模(mo)式,加(jia)強(qiang)易感動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)調(diao)(diao)入監(jian)(jian)(jian)管(guan)(guan)(guan)。健(jian)全完(wan)善評(ping)(ping)估驗(yan)收工(gong)作機制。鼓勵已(yi)通(tong)(tong)過(guo)評(ping)(ping)估驗(yan)收的(de)(de)無(wu)(wu)疫(yi)(yi)區(qu)增加(jia)規定動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)病(bing)(bing)(bing)(bing)(bing)(bing)種(zhong)。在鞏(gong)固現(xian)有無(wu)(wu)規定動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)區(qu)建(jian)(jian)設(she)成(cheng)(cheng)果的(de)(de)基礎上,推動(dong)(dong)(dong)(dong)區(qu)域(yu)化(hua)(hua)(hua)管(guan)(guan)(guan)理(li)在更大范圍(wei)實施(shi)(shi)、向更高水平跨(kua)越(yue)。四是實施(shi)(shi)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)監(jian)(jian)(jian)測(ce)預(yu)警處置能力(li)(li)提(ti)升策略(lve)。重(zhong)(zhong)點強(qiang)化(hua)(hua)(hua)市縣(xian)級及以(yi)下獸醫動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)預(yu)防(fang)(fang)(fang)控制機構監(jian)(jian)(jian)測(ce)、診(zhen)斷能力(li)(li)。優(you)(you)化(hua)(hua)(hua)監(jian)(jian)(jian)測(ce)和(he)流(liu)(liu)行病(bing)(bing)(bing)(bing)(bing)(bing)學調(diao)(diao)查措(cuo)施(shi)(shi),增強(qiang)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)監(jian)(jian)(jian)測(ce)診(zhen)斷信息采集傳(chuan)遞的(de)(de)及時性(xing)、分析應(ying)(ying)(ying)用的(de)(de)科(ke)學性(xing)。加(jia)強(qiang)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)病(bing)(bing)(bing)(bing)(bing)(bing)應(ying)(ying)(ying)急(ji)管(guan)(guan)(guan)理(li),完(wan)善應(ying)(ying)(ying)急(ji)預(yu)案,健(jian)全各級應(ying)(ying)(ying)急(ji)預(yu)備(bei)隊,合(he)(he)理(li)配置應(ying)(ying)(ying)急(ji)資源,全面提(ti)升突發(fa)動(dong)(dong)(dong)(dong)物(wu)(wu)(wu)疫(yi)(yi)情(qing)應(ying)(ying)(ying)急(ji)能力(li)(li)和(he)水平。

  (四)強化動物產(chan)品質量安(an)全風險管理

  2.優化獸(shou)(shou)(shou)藥(yao)產(chan)業結構。建立市場準入和退出機制(zhi),鼓(gu)勵企(qi)業兼(jian)并重(zhong)組,提(ti)高獸(shou)(shou)(shou)藥(yao)產(chan)業集(ji)中度,遏制(zhi)低水(shui)平重(zhong)復建設勢頭(tou)。修訂獸(shou)(shou)(shou)藥(yao)生(sheng)(sheng)產(chan)經營質(zhi)量管理規范,提(ti)高獸(shou)(shou)(shou)藥(yao)生(sheng)(sheng)產(chan)經營技術(shu)門(men)檻,淘汰生(sheng)(sheng)產(chan)工藝(yi)落(luo)后和質(zhi)量安全隱(yin)患(huan)大的(de)生(sheng)(sheng)產(chan)線。鼓(gu)勵獸(shou)(shou)(shou)藥(yao)生(sheng)(sheng)產(chan)技術(shu)、生(sheng)(sheng)產(chan)工藝(yi)創新,提(ti)高獸(shou)(shou)(shou)藥(yao)生(sheng)(sheng)產(chan)技術(shu)水(shui)平和產(chan)品(pin)質(zhi)量,打造有競爭力的(de)品(pin)牌。引導中獸(shou)(shou)(shou)藥(yao)產(chan)業發展。支持獸(shou)(shou)(shou)醫診斷制(zhi)品(pin)規模(mo)化、標(biao)準化生(sheng)(sheng)產(chan)。

  3.營(ying)造良好獸(shou)藥市場(chang)環境。支持獸(shou)藥連鎖經營(ying),加快構建(jian)現代獸(shou)藥物流(liu)體系(xi)。加強互聯網獸(shou)藥經營(ying)管(guan)(guan)理,規(gui)范、促(cu)進獸(shou)藥電(dian)子(zi)商(shang)務發展。加強誠信(xin)體系(xi)建(jian)設,建(jian)立獸(shou)藥研發、生(sheng)(sheng)產(chan)和(he)經營(ying)企業信(xin)用記錄,實(shi)施基(ji)于企業信(xin)用評價的(de)差別化監管(guan)(guan)制(zhi)度(du),建(jian)立失信(xin)企業懲(cheng)戒機制(zhi)。落實(shi)企業獸(shou)藥質量(liang)安(an)全主體責任(ren),建(jian)立經營(ying)企業重點(dian)監控制(zhi)度(du),規(gui)范獸(shou)藥生(sheng)(sheng)產(chan)經營(ying)活動,保障獸(shou)藥質量(liang)安(an)全。

  (六)促進生(sheng)豬屠宰(zai)行(xing)業健康發展

  1.優(you)化屠(tu)(tu)(tu)宰(zai)(zai)產業(ye)布局。遵循市場規(gui)律,引(yin)導(dao)屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)合理布局。鼓(gu)勵兼并(bing)重組(zu),培育屠(tu)(tu)(tu)宰(zai)(zai)加(jia)(jia)工(gong)龍頭(tou)企業(ye)。支持養殖(zhi)屠(tu)(tu)(tu)宰(zai)(zai)加(jia)(jia)工(gong)融(rong)合發展,推動建立(li)屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)與上下(xia)游產業(ye)利益(yi)聯(lian)結機(ji)制(zhi),促(cu)進大型(xing)屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)開展屠(tu)(tu)(tu)宰(zai)(zai)、加(jia)(jia)工(gong)、配送、銷售(shou)一體化經(jing)營(ying)。鼓(gu)勵屠(tu)(tu)(tu)宰(zai)(zai)企業(ye)擴(kuo)大協(xie)議(yi)養殖(zhi)和自養規(gui)模,減少生豬長途運(yun)輸。

  2.完(wan)善屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)準(zhun)入退出機制(zhi)(zhi)。加(jia)強(qiang)生豬(zhu)屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)準(zhun)入管理(li),推行(xing)(xing)屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)質(zhi)量管理(li)規范(GMP)制(zhi)(zhi)度,加(jia)快淘(tao)汰手工(gong)和半(ban)機械(xie)化小型屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)場點,堅決關閉不符(fu)合法定條件的屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)企業(ye)。強(qiang)化生豬(zhu)屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)企業(ye)環境影響評價(jia),加(jia)大(da)現(xian)有屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)企業(ye)環境治理(li)力度。加(jia)強(qiang)屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)加(jia)工(gong)和檢驗人員資質(zhi)管理(li)。嚴格代(dai)宰(zai)(zai)(zai)條件,規范代(dai)宰(zai)(zai)(zai)行(xing)(xing)為,推動(dong)屠(tu)(tu)(tu)(tu)(tu)(tu)宰(zai)(zai)(zai)企業(ye)自營化發展(zhan)。

  3.轉(zhuan)變屠(tu)宰行業發展(zhan)方式(shi)。推進(jin)生豬(zhu)屠(tu)宰標(biao)準化(hua)生產,引導屠(tu)宰企業標(biao)準化(hua)改造,提高屠(tu)宰機械化(hua)、自動化(hua)、標(biao)準化(hua)、清潔化(hua)、智(zhi)能化(hua)生產水平。加(jia)(jia)快技術升(sheng)級和產業轉(zhuan)型,培育一(yi)批以大中城(cheng)市為銷售重點的區域性肉品加(jia)(jia)工配(pei)送企業。完善(shan)肉品質量安(an)全(quan)管理體(ti)(ti)系和可追(zhui)溯體(ti)(ti)系,實施屠(tu)宰企業品牌(pai)化(hua)戰略。實行肉品分(fen)類分(fen)級制度,鼓(gu)勵大型屠(tu)宰加(jia)(jia)工企業開展(zhan)跨國經(jing)營。

  4.規(gui)范屠(tu)宰(zai)(zai)(zai)(zai)行(xing)業發展秩序。建(jian)立“地方(fang)政府負總責、監管部門(men)各負其責、企(qi)業為第一責任(ren)人”的質(zhi)(zhi)量(liang)安(an)全(quan)責任(ren)體系。強化(hua)屠(tu)宰(zai)(zai)(zai)(zai)行(xing)業管理和監督執法能(neng)力建(jian)設。健全(quan)屠(tu)宰(zai)(zai)(zai)(zai)企(qi)業日常監管和定期巡(xun)查制(zhi)度(du)(du)。加強生豬等(deng)畜禽(qin)屠(tu)宰(zai)(zai)(zai)(zai)統(tong)計(ji)監測(ce),及時發布屠(tu)宰(zai)(zai)(zai)(zai)統(tong)計(ji)信息。嚴格落實屠(tu)宰(zai)(zai)(zai)(zai)檢(jian)疫、肉(rou)品品質(zhi)(zhi)檢(jian)驗和“瘦肉(rou)精”等(deng)風險物(wu)質(zhi)(zhi)檢(jian)測(ce)制(zhi)度(du)(du)。監督代(dai)宰(zai)(zai)(zai)(zai)企(qi)業執行(xing)屠(tu)宰(zai)(zai)(zai)(zai)操(cao)作(zuo)規(gui)范和質(zhi)(zhi)量(liang)安(an)全(quan)標準。健全(quan)應急(ji)處理機制(zhi),有效預(yu)防、妥善應對屠(tu)宰(zai)(zai)(zai)(zai)環節質(zhi)(zhi)量(liang)安(an)全(quan)突發事件(jian)。

  (七)強化獸醫科技創新能(neng)力

  1.完善獸(shou)(shou)醫(yi)科(ke)(ke)(ke)技(ji)(ji)管(guan)理機(ji)(ji)制。堅(jian)持(chi)把服務(wu)和促進(jin)獸(shou)(shou)醫(yi)衛生(sheng)事業健康(kang)發展作(zuo)(zuo)(zuo)為獸(shou)(shou)醫(yi)科(ke)(ke)(ke)技(ji)(ji)工(gong)作(zuo)(zuo)(zuo)的出發點和落(luo)腳(jiao)點,以保障獸(shou)(shou)醫(yi)衛生(sheng)安全為導(dao)向(xiang),優化(hua)獸(shou)(shou)醫(yi)科(ke)(ke)(ke)技(ji)(ji)管(guan)理工(gong)作(zuo)(zuo)(zuo)機(ji)(ji)制。加強各(ge)級各(ge)類(lei)獸(shou)(shou)醫(yi)教(jiao)學科(ke)(ke)(ke)研(yan)(yan)單位、技(ji)(ji)術支(zhi)持(chi)服務(wu)機(ji)(ji)構(gou)信息交流共享,強化(hua)各(ge)級各(ge)類(lei)獸(shou)(shou)醫(yi)實(shi)驗室的溝(gou)通協(xie)作(zuo)(zuo)(zuo)。促進(jin)建立以解決實(shi)際問題、加快(kuai)科(ke)(ke)(ke)技(ji)(ji)創新(xin)為導(dao)向(xiang)的科(ke)(ke)(ke)研(yan)(yan)成果(guo)評價機(ji)(ji)制。推動建立協(xie)同創新(xin)平臺,引導(dao)產學研(yan)(yan)緊(jin)密結合,加快(kuai)形成以政府投(tou)資(zi)為主導(dao)、社(she)會投(tou)入(ru)為補充,有效(xiao)引導(dao)企業投(tou)入(ru)的科(ke)(ke)(ke)研(yan)(yan)經費保障機(ji)(ji)制。

  2.強化(hua)獸(shou)醫(yi)科技(ji)創(chuang)新推(tui)廣能(neng)力建(jian)(jian)設。加強獸(shou)醫(yi)學科群、重點(dian)實驗(yan)(yan)室等(deng)基礎研(yan)究(jiu)設施建(jian)(jian)設,改善(shan)實驗(yan)(yan)動(dong)物、細胞系(xi)(xi)、獸(shou)藥(yao)標準物質、生物制品(pin)和化(hua)學藥(yao)品(pin)工(gong)程技(ji)術等(deng)基礎研(yan)究(jiu)條件(jian)。健全國家獸(shou)醫(yi)參(can)考實驗(yan)(yan)室、專業(ye)實驗(yan)(yan)室、區域診斷實驗(yan)(yan)室體系(xi)(xi),促(cu)進外來動(dong)物疫(yi)(yi)病研(yan)究(jiu)、動(dong)物疫(yi)(yi)病綜合防治技(ji)術研(yan)究(jiu)和畜禽(qin)產(chan)品(pin)安全保障技(ji)術研(yan)究(jiu)。統籌(chou)利(li)用(yong)各級各類獸(shou)醫(yi)科技(ji)資源,開(kai)展(zhan)先進適(shi)用(yong)技(ji)術推(tui)廣示范,促(cu)進獸(shou)醫(yi)科技(ji)成果轉化(hua)應用(yong)。

  3.突出(chu)獸醫科研重(zhong)點。堅持需求導向,系統開展(zhan)重(zhong)點動(dong)物(wu)疫病病原學、流行病學、致病與免(mian)疫機制,新(xin)型(xing)疫苗藥物(wu)、診斷(duan)技術,以(yi)及凈(jing)化根(gen)除(chu)關鍵技術、動(dong)物(wu)疫病監測(ce)(ce)預(yu)警新(xin)型(xing)技術、動(dong)物(wu)源性(xing)產品致病微(wei)生物(wu)監測(ce)(ce)、獸藥殘留(liu)監測(ce)(ce)、耐藥性(xing)監測(ce)(ce)、非獸藥類添加物(wu)危(wei)害識別(bie)、從養(yang)殖到屠宰全(quan)鏈條風險追(zhui)溯管理技術研究,促進動(dong)物(wu)疫病控制和動(dong)物(wu)源性(xing)食品安全(quan)保障(zhang)能力(li)全(quan)面提升。

  (八)構建全鏈條獸醫衛生監管服(fu)務信息化體系(xi)

  1.統籌規(gui)劃(hua)信(xin)息化體系。堅持資源(yuan)共享、信(xin)息互通,以(yi)“情況可(ke)掌握、來(lai)源(yuan)可(ke)追(zhui)(zhui)溯、去向(xiang)可(ke)追(zhui)(zhui)蹤、責任可(ke)追(zhui)(zhui)究”為(wei)目標,以(yi)中央平臺為(wei)核心、省級平臺為(wei)支撐,以(yi)基(ji)層(ceng)獸醫工作人員(yuan)、養殖(zhi)加工企業等(deng)各方廣泛參與(yu)的(de)信(xin)息采集終端為(wei)基(ji)礎,集合對接畜牧(mu)獸醫信(xin)息資源(yuan),構建(jian)從養殖(zhi)到屠宰全(quan)(quan)鏈(lian)條獸醫衛(wei)生(sheng)風險追(zhui)(zhui)溯監管信(xin)息體系,形(xing)成以(yi)動(dong)物生(sheng)命(ming)周(zhou)期(qi)為(wei)主線,全(quan)(quan)面及(ji)時準確采集、傳(chuan)輸、分析、應(ying)用(yong)動(dong)物疫病和其他獸醫衛(wei)生(sheng)數據(ju)(ju)信(xin)息的(de)制度(du)體系和運行機制,實現關鍵環(huan)節(jie)數據(ju)(ju)信(xin)息資源(yuan)的(de)融合利用(yong),提升獸醫衛(wei)生(sheng)風險監測分析、預測、預警(jing)管理效能。

  2.加(jia)(jia)強關鍵(jian)系(xi)(xi)(xi)統(tong)建(jian)設。建(jian)立動物(wu)(wu)疫病防控信(xin)(xin)息(xi)管(guan)理(li)、預警預測(ce)和(he)應急指揮系(xi)(xi)(xi)統(tong),提(ti)升動物(wu)(wu)疫病防控決策(ce)能力(li)。完善動物(wu)(wu)標識及動物(wu)(wu)產品(pin)追溯系(xi)(xi)(xi)統(tong),健(jian)全(quan)電(dian)子(zi)檢疫證(zheng)明網(wang)絡(luo)體系(xi)(xi)(xi),推(tui)廣電(dian)子(zi)標識等物(wu)(wu)聯網(wang)技術,實現防疫檢疫監督工作信(xin)(xin)息(xi)化。加(jia)(jia)強國(guo)家獸(shou)(shou)藥(yao)基礎信(xin)(xin)息(xi)平(ping)臺和(he)國(guo)家獸(shou)(shou)藥(yao)產品(pin)追溯系(xi)(xi)(xi)統(tong)建(jian)設,實現獸(shou)(shou)藥(yao)質量安全(quan)可追溯。健(jian)全(quan)獸(shou)(shou)醫(yi)人員管(guan)理(li)、執業(ye)(ye)(ye)獸(shou)(shou)醫(yi)資格(ge)考試(shi)應用(yong)系(xi)(xi)(xi)統(tong),提(ti)高獸(shou)(shou)醫(yi)從業(ye)(ye)(ye)者職業(ye)(ye)(ye)行為管(guan)理(li)能力(li)。建(jian)設全(quan)國(guo)屠(tu)宰(zai)行業(ye)(ye)(ye)管(guan)理(li)系(xi)(xi)(xi)統(tong),動態監測(ce)屠(tu)宰(zai)企(qi)業(ye)(ye)(ye)基本信(xin)(xin)息(xi),逐步實現對(dui)屠(tu)宰(zai)企(qi)業(ye)(ye)(ye)的在(zai)線可視化管(guan)理(li)。

  3.健(jian)全標準規(gui)范(fan)體系。建(jian)(jian)立獸醫衛生公(gong)共管(guan)(guan)理服(fu)務數(shu)據(ju)(ju)信(xin)(xin)息(xi)規(gui)范(fan)體系,實現各類公(gong)共機構(gou)數(shu)據(ju)(ju)信(xin)(xin)息(xi)共享(xiang)。完(wan)善信(xin)(xin)息(xi)平臺、交(jiao)換(huan)接口等關鍵技術標準,促進公(gong)共機構(gou)與(yu)市場(chang)主體數(shu)據(ju)(ju)資源的關聯對接和融(rong)合利用。完(wan)善信(xin)(xin)息(xi)化建(jian)(jian)設運(yun)行管(guan)(guan)理規(gui)章(zhang)制度,加強日常安全運(yun)行維護(hu)管(guan)(guan)理,保障(zhang)獸醫行業(ye)信(xin)(xin)息(xi)化建(jian)(jian)設有序開展。

  四、保障措(cuo)施

  (一(yi))加強組織領導(dao)

  各(ge)有關部(bu)門要加強協作(zuo),按照職能分工(gong),研(yan)究促進本(ben)(ben)規(gui)(gui)劃目(mu)標實現的政策措施(shi),切實抓好組(zu)織(zhi)落實。農業部(bu)負責規(gui)(gui)劃實施(shi)的組(zu)織(zhi)領(ling)導,將規(gui)(gui)劃明確(que)的重點任務納入加強重大動物疫病防控延(yan)伸績效(xiao)管(guan)理指(zhi)標體系。各(ge)級獸醫部(bu)門要結合(he)本(ben)(ben)地實際,制(zhi)定本(ben)(ben)地區發展(zhan)規(gui)(gui)劃和年度工(gong)作(zuo)計劃,明確(que)任務目(mu)標,細(xi)化工(gong)作(zuo)措施(shi),確(que)保規(gui)(gui)劃落到實處。

  (二)加(jia)強財政金融支持

  積極爭取有關部門支(zhi)持,健全獸(shou)醫工作(zuo)財政(zheng)支(zhi)持保障(zhang)機(ji)制(zhi)(zhi)(zhi)。調(diao)整國家動(dong)物(wu)防(fang)(fang)疫補助(zhu)政(zheng)策,優化強(qiang)制(zhi)(zhi)(zhi)免(mian)疫補助(zhu)方式,推動(dong)形成強(qiang)制(zhi)(zhi)(zhi)免(mian)疫和強(qiang)制(zhi)(zhi)(zhi)撲(pu)殺病種的進(jin)入(ru)(ru)和退出機(ji)制(zhi)(zhi)(zhi)。探索實施(shi)動(dong)物(wu)防(fang)(fang)疫“以獎代補”政(zheng)策。加(jia)(jia)強(qiang)動(dong)物(wu)疫病防(fang)(fang)治(zhi)、獸(shou)醫衛生(sheng)監(jian)管基礎設施(shi)建設,引導社會資(zi)(zi)本投(tou)向獸(shou)醫社會化服(fu)務領域(yu)。加(jia)(jia)強(qiang)與(yu)銀行(xing)、保險等機(ji)構合作(zuo),建立財政(zheng)投(tou)入(ru)(ru)與(yu)金(jin)融保險、社會資(zi)(zi)本組合利(li)用,獸(shou)醫衛生(sheng)工作(zuo)與(yu)金(jin)融服(fu)務互相促進(jin)的新機(ji)制(zhi)(zhi)(zhi)。鼓(gu)勵發(fa)展(zhan)養(yang)殖業保險,提(ti)高動(dong)物(wu)疫病風險防(fang)(fang)范能力。支(zhi)持金(jin)融機(ji)構創新金(jin)融服(fu)務,加(jia)(jia)大對養(yang)殖、屠(tu)宰(zai)、獸(shou)藥生(sheng)產經(jing)營(ying)的信貸(dai)投(tou)放,為養(yang)殖屠(tu)宰(zai)加(jia)(jia)工貿易融合發(fa)展(zhan)創造良好(hao)的融資(zi)(zi)環境。

  (三)加強國際(ji)交流合作

  堅(jian)持(chi)統籌國(guo)(guo)內獸(shou)醫(yi)事業發展與積極參與全球獸(shou)醫(yi)衛生治理體(ti)系建設相結合,強化專業技(ji)術支撐,加強人才隊伍培養(yang),提高我國(guo)(guo)參與國(guo)(guo)際(ji)獸(shou)醫(yi)公(gong)共(gong)衛生標準制(zhi)修訂能力。立足中(zhong)國(guo)(guo)實際(ji),吸收(shou)借鑒(jian)國(guo)(guo)際(ji)經驗,轉化應用先進、成熟的(de)國(guo)(guo)際(ji)標準規則。強化雙邊(bian)(bian)多邊(bian)(bian)交流(liu)合作,開拓獸(shou)醫(yi)領域(yu)對外開放的(de)廣度和(he)深度,促(cu)進獸(shou)醫(yi)相關產業“走出去”。創新跨(kua)境動物(wu)疫病聯防(fang)聯控機(ji)制(zhi),促(cu)進周(zhou)邊(bian)(bian)國(guo)(guo)家和(he)地區動物(wu)衛生風險管理能力共(gong)同提升,有(you)效降低動物(wu)疫病傳入風險。

  (四)加強宣傳引導

  綜合利用(yong)傳(chuan)統媒體和新媒體,搭建現(xian)代化宣(xuan)(xuan)(xuan)傳(chuan)平(ping)臺,利用(yong)各種渠道加強獸(shou)醫(yi)衛(wei)(wei)生(sheng)工作宣(xuan)(xuan)(xuan)傳(chuan)。普及獸(shou)醫(yi)衛(wei)(wei)生(sheng)科普知識,強化對獸(shou)醫(yi)從業(ye)者等易(yi)感(gan)人群的宣(xuan)(xuan)(xuan)傳(chuan)教(jiao)育,提升社會(hui)各界動(dong)(dong)物(wu)(wu)疫病(bing)(bing)防治和獸(shou)醫(yi)公共(gong)衛(wei)(wei)生(sheng)防護意(yi)識。強化突發事(shi)件輿論引導(dao),及時回應人民(min)群眾對重(zhong)大動(dong)(dong)物(wu)(wu)疫情、重(zhong)點人獸(shou)共(gong)患病(bing)(bing)和動(dong)(dong)物(wu)(wu)源性食(shi)品(pin)安全的關切,努力為獸(shou)醫(yi)衛(wei)(wei)生(sheng)事(shi)業(ye)發展營造更好的輿論環境。
