國務院發加快轉變農業發展方式意見

  各省、自治(zhi)區(qu)、直轄市人(ren)民政(zheng)府,國務院各部委、各直屬機構:

  近年來,我國糧食生產“十一連增”,農民收入持續較快增長,農業農村經濟發展取得巨大成績,為經濟社會持續健康發展提供了有力支撐。當前,我國經濟發展進入新常態,農業發展面臨農產品價格“天花板”封頂、生產成本“地板”抬升、資源環境“硬約束”加劇等新挑戰,迫切需要加(jia)快轉變農業(ye)發(fa)展方式。經國務院(yuan)同(tong)意(yi),現(xian)提出以下(xia)意(yi)見。

  一(yi)、總體要求

  (一)指導思想。全面貫(guan)徹落(luo)實黨的十(shi)八大和十(shi)八屆二中、三中、四中全會(hui)精神,按照黨中央、國務院(yuan)決(jue)策(ce)部(bu)署,把轉變農(nong)(nong)業(ye)發(fa)(fa)(fa)展方(fang)(fang)式(shi)(shi)作(zuo)為當前和今(jin)后一個時期加快推進農(nong)(nong)業(ye)現代(dai)化(hua)的根本途(tu)徑,以(yi)發(fa)(fa)(fa)展多種(zhong)形式(shi)(shi)農(nong)(nong)業(ye)適度規模(mo)經營為核(he)心(xin),以(yi)構建(jian)現代(dai)農(nong)(nong)業(ye)經營體系(xi)、生產(chan)(chan)體系(xi)和產(chan)(chan)業(ye)體系(xi)為重(zhong)點,著力(li)轉變農(nong)(nong)業(ye)經營方(fang)(fang)式(shi)(shi)、生產(chan)(chan)方(fang)(fang)式(shi)(shi)、資(zi)(zi)源(yuan)利用方(fang)(fang)式(shi)(shi)和管理方(fang)(fang)式(shi)(shi),推動農(nong)(nong)業(ye)發(fa)(fa)(fa)展由數(shu)量(liang)增長(chang)為主(zhu)轉到(dao)數(shu)量(liang)質量(liang)效益并重(zhong)上(shang)來(lai)(lai),由主(zhu)要依(yi)(yi)靠(kao)物質要素投入轉到(dao)依(yi)(yi)靠(kao)科技創(chuang)新和提高勞動者(zhe)素質上(shang)來(lai)(lai),由依(yi)(yi)賴資(zi)(zi)源(yuan)消(xiao)耗的粗放經營轉到(dao)可持續發(fa)(fa)(fa)展上(shang)來(lai)(lai),走產(chan)(chan)出(chu)高效、產(chan)(chan)品安全、資(zi)(zi)源(yuan)節(jie)約、環境友好的現代(dai)農(nong)(nong)業(ye)發(fa)(fa)(fa)展道(dao)路。

  (二(er))基本(ben)原則(ze)。

  堅(jian)持(chi)把(ba)增強糧食生產能力作為(wei)首要前(qian)提。堅(jian)守耕地紅線,做(zuo)到面積(ji)不減少、質量不下(xia)降、用途不改變,穩定提升糧食產能,確保(bao)飯碗(wan)任何時候都牢牢端在自(zi)己手中(zhong),夯實轉變農業發展方(fang)式的基礎(chu)。

  堅持把(ba)提高質(zhi)量效益作(zuo)為(wei)主攻方(fang)向。以市場需求為(wei)導向,適應居民消(xiao)費結(jie)構變(bian)化,調整(zheng)優化農業結(jie)構,向規模經(jing)營要效率、向一二三產業融合要效益、向品(pin)牌經(jing)營要利潤,全面推進節(jie)本降耗、提質(zhi)增效。

  堅持(chi)把(ba)促進(jin)(jin)可(ke)持(chi)續(xu)發展作為(wei)重要內容。以資源(yuan)環(huan)(huan)境承載能力為(wei)依據,優化農(nong)業(ye)生產力布局,加(jia)強農(nong)業(ye)環(huan)(huan)境突出問題(ti)治(zhi)理,促進(jin)(jin)資源(yuan)永續(xu)利用。

  堅(jian)持把推進改(gai)革(ge)(ge)創(chuang)新作為根(gen)本動力。打破傳統(tong)農業(ye)發展路(lu)徑依賴,全(quan)面深(shen)化農村(cun)改(gai)革(ge)(ge),加(jia)快農業(ye)科技(ji)創(chuang)新和制(zhi)度創(chuang)新,完善糧(liang)食等重(zhong)要農產品價格形(xing)成機(ji)制(zhi),激活各類(lei)農業(ye)生產要素。

  堅(jian)持把(ba)尊重(zhong)(zhong)農(nong)(nong)(nong)民(min)主體地(di)位(wei)作為(wei)基本遵循。尊重(zhong)(zhong)農(nong)(nong)(nong)民(min)意愿,維護(hu)(hu)農(nong)(nong)(nong)民(min)權益,在(zai)充(chong)分發揮(hui)市場機(ji)制作用(yong)(yong)的(de)基礎(chu)上(shang),更好發揮(hui)政府作用(yong)(yong),保護(hu)(hu)和調動農(nong)(nong)(nong)民(min)積極性。

  (三)主要目標(biao)。

  到(dao)2020年,轉變農(nong)業發展方式取得(de)積極進展。多種形(xing)式的農(nong)業適(shi)度規模(mo)經營加(jia)快發展,農(nong)業綜合生產能力(li)穩步提升,產業結構逐步優化,農(nong)業資源利用和生態環境保(bao)護水平(ping)不(bu)斷提高,物質技(ji)術裝備(bei)條(tiao)件顯著改善,農(nong)民收入持續增(zeng)加(jia),為全面建成(cheng)小(xiao)康社會提供重要支撐。

  到2030年,轉變農業發展方式取得顯著成效。產品優質安全,農業資源利用高效,產地生態環境良好,產業發展有機融合,農業質量和效益明顯提升,競爭力顯著增強。

  二、增強(qiang)糧食(shi)生產能力,提高糧食(shi)安全(quan)保障水平

  (四)加(jia)快建(jian)(jian)(jian)設(she)(she)(she)(she)高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)(nong)田(tian)。以高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)(nong)田(tian)建(jian)(jian)(jian)設(she)(she)(she)(she)為平(ping)臺,整合新增建(jian)(jian)(jian)設(she)(she)(she)(she)用地土地有(you)(you)償使用費、農(nong)(nong)(nong)業(ye)綜合開發資金(jin)(jin)、現代農(nong)(nong)(nong)業(ye)生產發展資金(jin)(jin)、農(nong)(nong)(nong)田(tian)水利設(she)(she)(she)(she)施(shi)建(jian)(jian)(jian)設(she)(she)(she)(she)補(bu)助資金(jin)(jin)、測土配(pei)方(fang)施(shi)肥資金(jin)(jin)、大型灌區續建(jian)(jian)(jian)配(pei)套與節水改(gai)造投資、新增千億斤糧食生產能(neng)力規劃投資等,統籌使用資金(jin)(jin),集中力量開展土地平(ping)整、農(nong)(nong)(nong)田(tian)水利、土壤改(gai)良、機(ji)耕道路、配(pei)套電網林網等建(jian)(jian)(jian)設(she)(she)(she)(she),統一上圖入庫,到(dao)2020年建(jian)(jian)(jian)成8億畝高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)(nong)田(tian)。有(you)(you)計(ji)劃分片推(tui)進中低(di)產田(tian)改(gai)造,改(gai)善農(nong)(nong)(nong)業(ye)生產條件,增強抵御自然災害能(neng)力。探索建(jian)(jian)(jian)立有(you)(you)效機(ji)制(zhi),鼓勵金(jin)(jin)融機(ji)構支持高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)(nong)田(tian)建(jian)(jian)(jian)設(she)(she)(she)(she)和(he)中低(di)產田(tian)改(gai)造,引導各(ge)類新型農(nong)(nong)(nong)業(ye)經營主(zhu)體積極參(can)與。按照“誰(shui)受益、誰(shui)管護(hu)(hu)”的原則,明(ming)確責(ze)任主(zhu)體,建(jian)(jian)(jian)立獎懲機(ji)制(zhi),落實管護(hu)(hu)措施(shi)。

  (五)切實加強耕地保護。落實最嚴格耕地保護制度,加快劃定永久基本農田,確保基本農田落地到戶、上圖入庫、信息共享。完善耕地質量保護法律制度,研究制定耕地質量等級國家標準。完善耕地保護補償機制。充分發揮國家土地督察作用,堅持數量與質量并重,加強土地督察隊伍建設,落實監督責任,重點加強東北等區域耕地質量保護。實施耕地質量保護與提升行動,分區域開展退化耕地綜合治理、污染耕地阻控修復、土壤肥力保護提升、耕地質量監測等建設,開展東北黑土地保護利用試點,逐步擴大重金屬污染耕地治理與種植結構調整試點,全面推進建設占用耕地耕作層土壤剝離再利用。

  (六(liu))積極推進糧(liang)食生(sheng)(sheng)產(chan)(chan)(chan)(chan)基地建(jian)設(she)(she)。結(jie)合永久基本農田劃定,探索(suo)建(jian)立糧(liang)食生(sheng)(sheng)產(chan)(chan)(chan)(chan)功能區,優先(xian)在(zai)東(dong)北、黃淮海(hai)和(he)(he)長江中下游等水稻(dao)、小麥(mai)主產(chan)(chan)(chan)(chan)區,建(jian)成(cheng)一批(pi)優質高效的糧(liang)食生(sheng)(sheng)產(chan)(chan)(chan)(chan)基地,將口糧(liang)生(sheng)(sheng)產(chan)(chan)(chan)(chan)能力落實到田塊地頭。加大(da)財政(zheng)均(jun)衡性轉移支付力度,涉農項目資(zi)金(jin)要向糧(liang)食主產(chan)(chan)(chan)(chan)區傾(qing)斜(xie)。大(da)力開(kai)展糧(liang)食高產(chan)(chan)(chan)(chan)創建(jian)活動,推廣綠色增產(chan)(chan)(chan)(chan)模式,提高單產(chan)(chan)(chan)(chan)水平。引導企業積極參(can)與糧(liang)食生(sheng)(sheng)產(chan)(chan)(chan)(chan)基地建(jian)設(she)(she),發展產(chan)(chan)(chan)(chan)前、產(chan)(chan)(chan)(chan)中、產(chan)(chan)(chan)(chan)后(hou)等環節的生(sheng)(sheng)產(chan)(chan)(chan)(chan)和(he)(he)流通(tong)服(fu)務。加強糧(liang)食烘干、倉儲設(she)(she)施建(jian)設(she)(she)。

  三(san)、創新農業經營方式(shi),延伸(shen)農業產業鏈

  (七)培育(yu)壯大新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)。逐(zhu)步擴(kuo)大新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)承(cheng)擔農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)綜(zong)合開(kai)發、中(zhong)央基建(jian)投資等(deng)涉農(nong)(nong)(nong)(nong)(nong)(nong)(nong)項目(mu)規(gui)模(mo)。支(zhi)(zhi)持(chi)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)民合作社建(jian)設(she)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)加工(gong)倉儲冷鏈物(wu)流設(she)施(shi),允許財政(zheng)補(bu)(bu)助形成的資產轉(zhuan)交農(nong)(nong)(nong)(nong)(nong)(nong)(nong)民合作社持(chi)有和管(guan)護。鼓勵(li)引導(dao)糧食(shi)等(deng)大宗農(nong)(nong)(nong)(nong)(nong)(nong)(nong)產品(pin)收儲加工(gong)企業(ye)(ye)為(wei)新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)提供(gong)訂單(dan)(dan)收購、代烘代儲等(deng)服(fu)務。落實好(hao)新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)生(sheng)(sheng)(sheng)產用(yong)(yong)(yong)地政(zheng)策。研究改革農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)補(bu)(bu)貼制(zhi)度(du),使補(bu)(bu)貼資金向種糧農(nong)(nong)(nong)(nong)(nong)(nong)(nong)民以及家庭農(nong)(nong)(nong)(nong)(nong)(nong)(nong)場等(deng)新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)傾斜。支(zhi)(zhi)持(chi)糧食(shi)生(sheng)(sheng)(sheng)產規(gui)模(mo)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)開(kai)展(zhan)營(ying)(ying)(ying)銷貸(dai)(dai)款試(shi)點。創新(xin)(xin)金融服(fu)務,把新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)納(na)入銀行(xing)(xing)業(ye)(ye)金融機(ji)構(gou)客戶信(xin)用(yong)(yong)(yong)評定范圍,對(dui)信(xin)用(yong)(yong)(yong)等(deng)級(ji)較高的在同等(deng)條件下實行(xing)(xing)貸(dai)(dai)款優先等(deng)激勵(li)措施(shi),對(dui)符合條件的進行(xing)(xing)綜(zong)合授信(xin);探索開(kai)展(zhan)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)村承(cheng)包(bao)土地經(jing)(jing)營(ying)(ying)(ying)權(quan)抵押(ya)貸(dai)(dai)款、大型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)機(ji)具(ju)融資租賃試(shi)點,積(ji)極(ji)推動(dong)廠(chang)房、漁船抵押(ya)和生(sheng)(sheng)(sheng)產訂單(dan)(dan)、農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)保(bao)(bao)單(dan)(dan)質押(ya)等(deng)業(ye)(ye)務,拓寬(kuan)抵質押(ya)物(wu)范圍;支(zhi)(zhi)持(chi)新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)利(li)用(yong)(yong)(yong)期貨、期權(quan)等(deng)衍生(sheng)(sheng)(sheng)工(gong)具(ju)進行(xing)(xing)風險(xian)(xian)管(guan)理;在全國范圍內引導(dao)建(jian)立(li)健全由(you)財政(zheng)支(zhi)(zhi)持(chi)的農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)信(xin)貸(dai)(dai)擔保(bao)(bao)體(ti)(ti)系(xi),為(wei)糧食(shi)生(sheng)(sheng)(sheng)產規(gui)模(mo)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)貸(dai)(dai)款提供(gong)信(xin)用(yong)(yong)(yong)擔保(bao)(bao)和風險(xian)(xian)補(bu)(bu)償;鼓勵(li)商業(ye)(ye)保(bao)(bao)險(xian)(xian)機(ji)構(gou)開(kai)發適(shi)應(ying)新(xin)(xin)型農(nong)(nong)(nong)(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)主(zhu)(zhu)體(ti)(ti)需求的多檔次(ci)、高保(bao)(bao)障保(bao)(bao)險(xian)(xian)產品(pin),探索開(kai)展(zhan)產值保(bao)(bao)險(xian)(xian)、目(mu)標(biao)價格保(bao)(bao)險(xian)(xian)等(deng)試(shi)點。

  (八)推(tui)進多種(zhong)形(xing)(xing)式(shi)(shi)(shi)的(de)(de)農(nong)(nong)(nong)(nong)業(ye)(ye)適(shi)度規(gui)模經(jing)(jing)營(ying)(ying)(ying)。穩步(bu)開展農(nong)(nong)(nong)(nong)村土地(di)承包經(jing)(jing)營(ying)(ying)(ying)權(quan)確權(quan)登記頒證工(gong)作(zuo)(zuo)(zuo)。各地(di)要采取財政(zheng)獎補等(deng)(deng)措(cuo)(cuo)施,扶(fu)持(chi)(chi)多種(zhong)形(xing)(xing)式(shi)(shi)(shi)的(de)(de)農(nong)(nong)(nong)(nong)業(ye)(ye)適(shi)度規(gui)模經(jing)(jing)營(ying)(ying)(ying)發展,引導農(nong)(nong)(nong)(nong)戶依法采取轉包、出租、互(hu)換、轉讓、入(ru)股等(deng)(deng)方(fang)式(shi)(shi)(shi)流轉承包地(di)。有條件的(de)(de)地(di)方(fang)在堅持(chi)(chi)農(nong)(nong)(nong)(nong)地(di)農(nong)(nong)(nong)(nong)用和堅決防止(zhi)“非農(nong)(nong)(nong)(nong)化(hua)(hua)”的(de)(de)前提下,可以根據農(nong)(nong)(nong)(nong)民意愿統一(yi)連片(pian)整理耕(geng)地(di),盡量減(jian)少(shao)田埂(geng),擴大耕(geng)地(di)面積,提高機械化(hua)(hua)作(zuo)(zuo)(zuo)業(ye)(ye)水平(ping)。采取財政(zheng)扶(fu)持(chi)(chi)、信(xin)貸支(zhi)持(chi)(chi)等(deng)(deng)措(cuo)(cuo)施,加快培育農(nong)(nong)(nong)(nong)業(ye)(ye)經(jing)(jing)營(ying)(ying)(ying)性(xing)服(fu)務(wu)(wu)(wu)組織,開展政(zheng)府購買(mai)農(nong)(nong)(nong)(nong)業(ye)(ye)公益性(xing)服(fu)務(wu)(wu)(wu)試點,積極推(tui)廣(guang)(guang)合(he)作(zuo)(zuo)(zuo)式(shi)(shi)(shi)、托管式(shi)(shi)(shi)、訂單(dan)式(shi)(shi)(shi)等(deng)(deng)服(fu)務(wu)(wu)(wu)形(xing)(xing)式(shi)(shi)(shi)。支(zhi)持(chi)(chi)供銷合(he)作(zuo)(zuo)(zuo)社開展農(nong)(nong)(nong)(nong)業(ye)(ye)社會化(hua)(hua)服(fu)務(wu)(wu)(wu),加快形(xing)(xing)成綜(zong)合(he)性(xing)、規(gui)模化(hua)(hua)、可持(chi)(chi)續的(de)(de)為(wei)農(nong)(nong)(nong)(nong)服(fu)務(wu)(wu)(wu)體系。總結推(tui)廣(guang)(guang)多種(zhong)形(xing)(xing)式(shi)(shi)(shi)農(nong)(nong)(nong)(nong)業(ye)(ye)適(shi)度規(gui)模經(jing)(jing)營(ying)(ying)(ying)的(de)(de)典型案例,充分發揮其(qi)示(shi)范(fan)帶(dai)動作(zuo)(zuo)(zuo)用。在堅持(chi)(chi)農(nong)(nong)(nong)(nong)村土地(di)集體所有和充分尊(zun)重農(nong)(nong)(nong)(nong)民意愿的(de)(de)基礎上,在農(nong)(nong)(nong)(nong)村改革(ge)試驗區穩妥(tuo)開展農(nong)(nong)(nong)(nong)戶承包地(di)有償退出試點,引導有穩定非農(nong)(nong)(nong)(nong)就業(ye)(ye)收入(ru)、長期在城鎮居住生(sheng)活的(de)(de)農(nong)(nong)(nong)(nong)戶自(zi)愿退出土地(di)承包經(jing)(jing)營(ying)(ying)(ying)權(quan)。

  (九)大力開展農業產業化經營。把發展多種形式農業適度規模經營與延伸農業產業鏈有機結合起來,立足資源優勢,鼓勵農民通過合作與聯合的方式發展規模種養業、農產品加工業和農村服務業,開展農民以土地經營權入股農民合作社、農業產業化龍頭企業試點,讓農民分享產業鏈增值收益。充實和完善龍頭企業聯農帶農的財政激勵機制,鼓勵龍頭企業為農戶提供技術培訓、貸款擔保、農業保險資助等服務,大力發展一村一品、村企互動的產銷對接模式;創建農業產業化示范基地,推進原料生產、加工物流、市場營銷等一二三產業融合發展,促進產業鏈增值收益更多留在產地、留給農民。支持農業產業化示范基地開展技術研發、質量檢測、物流信息等公共服務平臺建設。從(cong)國家技改資金項目中劃定一定比例支(zhi)持(chi)龍頭(tou)企業轉(zhuan)型升級。

  (十)加(jia)(jia)快發展(zhan)農(nong)產(chan)品(pin)(pin)加(jia)(jia)工(gong)業(ye)(ye)。擴大(da)農(nong)產(chan)品(pin)(pin)初加(jia)(jia)工(gong)補助資金規模、實施區域和品(pin)(pin)種范圍(wei)。深(shen)入實施主食(shi)加(jia)(jia)工(gong)提升(sheng)行動,推動馬鈴薯等主食(shi)產(chan)品(pin)(pin)開發。支持精深(shen)加(jia)(jia)工(gong)裝備(bei)改造升(sheng)級,建設(she)一批(pi)農(nong)產(chan)品(pin)(pin)加(jia)(jia)工(gong)技(ji)術(shu)集成基地,提升(sheng)農(nong)產(chan)品(pin)(pin)精深(shen)加(jia)(jia)工(gong)水平。支持糧油加(jia)(jia)工(gong)企業(ye)(ye)節糧技(ji)術(shu)改造,開展(zhan)副產(chan)品(pin)(pin)綜合(he)利(li)用試點。加(jia)(jia)大(da)標(biao)準(zhun)化(hua)(hua)生豬屠宰體系建設(she)力(li)度,支持屠宰加(jia)(jia)工(gong)企業(ye)(ye)一體化(hua)(hua)經(jing)營(ying)。

  四、深入(ru)推(tui)進農(nong)業結(jie)構調整(zheng),促進種養業協調發展

  (十三)大力推(tui)廣(guang)(guang)(guang)輪作和間作套作。支持因地(di)(di)制宜開展(zhan)生(sheng)(sheng)態型復合(he)種植,科(ke)學合(he)理(li)利用耕地(di)(di)資源,促進種地(di)(di)養地(di)(di)結合(he)。重點在東北地(di)(di)區推(tui)廣(guang)(guang)(guang)玉米(mi)(mi)/大豆(花生(sheng)(sheng))輪作,在黃淮海地(di)(di)區推(tui)廣(guang)(guang)(guang)玉米(mi)(mi)/花生(sheng)(sheng)(大豆)間作套作,在長江中下游地(di)(di)區推(tui)廣(guang)(guang)(guang)雙(shuang)季(ji)稻(dao)—綠肥或水稻(dao)—油菜種植,在西(xi)南地(di)(di)區推(tui)廣(guang)(guang)(guang)玉米(mi)(mi)/大豆間作套作,在西(xi)北地(di)(di)區推(tui)廣(guang)(guang)(guang)玉米(mi)(mi)/馬(ma)鈴薯(大豆)輪作。

  (十四)鼓勵發(fa)展(zhan)(zhan)(zhan)種(zhong)養(yang)(yang)結合循(xun)環農業(ye)。面向市場需求,加快建設現(xian)代飼(si)草料(liao)(liao)(liao)產(chan)業(ye)體系,開(kai)展(zhan)(zhan)(zhan)優質飼(si)草料(liao)(liao)(liao)種(zhong)植(zhi)推(tui)廣補(bu)貼試(shi)點,引導發(fa)展(zhan)(zhan)(zhan)青貯玉米、苜蓿等優質飼(si)草料(liao)(liao)(liao),提高(gao)(gao)種(zhong)植(zhi)比較效(xiao)益。加大對糧(liang)食作(zuo)物(wu)(wu)改種(zhong)飼(si)草料(liao)(liao)(liao)作(zuo)物(wu)(wu)的扶持力度,支持在(zai)干旱地區、高(gao)(gao)寒高(gao)(gao)緯度玉米種(zhong)植(zhi)區域(yu)和(he)華北(bei)地下水超采漏斗區、南方石漠化地區率先開(kai)展(zhan)(zhan)(zhan)試(shi)點。統籌(chou)考慮種(zhong)養(yang)(yang)規(gui)模和(he)環境消(xiao)納能力,積極(ji)開(kai)展(zhan)(zhan)(zhan)種(zhong)養(yang)(yang)結合循(xun)環農業(ye)試(shi)點示(shi)范。發(fa)展(zhan)(zhan)(zhan)現(xian)代漁(yu)業(ye),開(kai)展(zhan)(zhan)(zhan)稻田綜合種(zhong)養(yang)(yang)技(ji)術(shu)示(shi)范,推(tui)廣稻漁(yu)共(gong)生、魚菜共(gong)生等綜合種(zhong)養(yang)(yang)技(ji)術(shu)新模式。

  (十五)積極發(fa)展(zhan)草(cao)食(shi)畜(chu)牧業。針對居民膳(shan)食(shi)結(jie)構和營養需求變化,促(cu)進安全、綠(lv)色畜(chu)產品生產。分區域開(kai)展(zhan)現代草(cao)食(shi)畜(chu)牧業發(fa)展(zhan)試點試驗,在種養結(jie)構調整、適度規(gui)模(mo)經營培育、金融信貸支持(chi)、草(cao)原(yuan)承包經營制度完(wan)善等(deng)方面開(kai)展(zhan)先行探索。大(da)力(li)推(tui)進草(cao)食(shi)家(jia)畜(chu)標準化規(gui)模(mo)養殖(zhi),突出抓好疫病防控(kong),加快推(tui)廣(guang)先進適用技術模(mo)式,重(zhong)點支持(chi)生態循環畜(chu)牧業發(fa)展(zhan),引導形(xing)成牧區繁育、農(nong)區育肥(fei)的新型產業結(jie)構。實(shi)施牛羊(yang)養殖(zhi)大(da)縣財政獎(jiang)勵補助(zhu)政策。

  五、提高(gao)資源利用效率(lv),打好農業面源污染(ran)治理攻堅戰(zhan)

  (十(shi)六(liu))大(da)力發展(zhan)節(jie)(jie)水(shui)農(nong)(nong)業(ye)(ye)。落實(shi)最嚴格水(shui)資(zi)源管(guan)理(li)制(zhi)度(du),逐步(bu)建(jian)立農(nong)(nong)業(ye)(ye)灌溉(gai)(gai)用水(shui)量控制(zhi)和(he)定(ding)額管(guan)理(li)制(zhi)度(du)。進一步(bu)完善(shan)農(nong)(nong)田(tian)灌排(pai)設(she)(she)施(shi),加(jia)快大(da)中(zhong)型灌區續建(jian)配套(tao)與(yu)(yu)節(jie)(jie)水(shui)改(gai)造、大(da)中(zhong)型灌排(pai)泵(beng)站更新(xin)改(gai)造,推(tui)進新(xin)建(jian)灌區和(he)小型農(nong)(nong)田(tian)水(shui)利工程建(jian)設(she)(she),擴(kuo)大(da)農(nong)(nong)田(tian)有效灌溉(gai)(gai)面(mian)(mian)積。大(da)力發展(zhan)節(jie)(jie)水(shui)灌溉(gai)(gai),全面(mian)(mian)實(shi)施(shi)區域(yu)規模化高效節(jie)(jie)水(shui)灌溉(gai)(gai)行(xing)動。分(fen)區開(kai)展(zhan)節(jie)(jie)水(shui)農(nong)(nong)業(ye)(ye)示范,改(gai)善(shan)田(tian)間節(jie)(jie)水(shui)設(she)(she)施(shi)設(she)(she)備,積極推(tui)廣抗旱節(jie)(jie)水(shui)品(pin)種和(he)噴灌滴灌、水(shui)肥一體化、深耕深松(song)、循環(huan)水(shui)養殖(zhi)等技術。積極推(tui)進農(nong)(nong)業(ye)(ye)水(shui)價綜合(he)改(gai)革,合(he)理(li)調整農(nong)(nong)業(ye)(ye)水(shui)價,建(jian)立精準補貼機(ji)制(zhi)。開(kai)展(zhan)漁業(ye)(ye)資(zi)源環(huan)境(jing)調查(cha),加(jia)大(da)增(zeng)殖(zhi)放(fang)流力度(du),加(jia)強(qiang)海洋牧場建(jian)設(she)(she)。統籌推(tui)進流域(yu)水(shui)生態保護與(yu)(yu)治理(li),加(jia)大(da)對農(nong)(nong)業(ye)(ye)面(mian)(mian)源污染(ran)綜合(he)治理(li)的(de)支(zhi)持力度(du),開(kai)展(zhan)太湖(hu)(hu)、洱海、巢(chao)湖(hu)(hu)、洞(dong)庭(ting)湖(hu)(hu)和(he)三峽庫區等湖(hu)(hu)庫農(nong)(nong)業(ye)(ye)面(mian)(mian)源污染(ran)綜合(he)防治示范。

  (十七)實(shi)(shi)(shi)施(shi)(shi)(shi)(shi)化(hua)(hua)肥(fei)和(he)農(nong)(nong)藥(yao)零增(zeng)長(chang)(chang)行(xing)(xing)動。堅(jian)持化(hua)(hua)肥(fei)減量提效(xiao)、農(nong)(nong)藥(yao)減量控(kong)害(hai),建立健全激勵機制,力爭到2020年,化(hua)(hua)肥(fei)、農(nong)(nong)藥(yao)使(shi)用量實(shi)(shi)(shi)現零增(zeng)長(chang)(chang),利(li)用率提高到40%以上。深入實(shi)(shi)(shi)施(shi)(shi)(shi)(shi)測土配方施(shi)(shi)(shi)(shi)肥(fei),擴大(da)(da)配方肥(fei)使(shi)用范(fan)圍,鼓(gu)勵農(nong)(nong)業(ye)社會(hui)化(hua)(hua)服(fu)務(wu)組織(zhi)向農(nong)(nong)民提供配方施(shi)(shi)(shi)(shi)肥(fei)服(fu)務(wu),支持新(xin)型農(nong)(nong)業(ye)經營(ying)主體(ti)使(shi)用配方肥(fei)。探索實(shi)(shi)(shi)施(shi)(shi)(shi)(shi)有機肥(fei)和(he)化(hua)(hua)肥(fei)合理配比(bi)計劃,鼓(gu)勵農(nong)(nong)民增(zeng)施(shi)(shi)(shi)(shi)有機肥(fei),支持發展高效(xiao)緩(huan)(控(kong))釋(shi)肥(fei)等新(xin)型肥(fei)料(liao),提高有機肥(fei)施(shi)(shi)(shi)(shi)用比(bi)例(li)和(he)肥(fei)料(liao)利(li)用效(xiao)率。加強對農(nong)(nong)藥(yao)使(shi)用的(de)管(guan)理,強化(hua)(hua)源頭治理,規范(fan)農(nong)(nong)民使(shi)用農(nong)(nong)藥(yao)的(de)行(xing)(xing)為。全面推(tui)行(xing)(xing)高毒農(nong)(nong)藥(yao)定(ding)點經營(ying),建立高毒農(nong)(nong)藥(yao)可追溯體(ti)系。開展低(di)毒低(di)殘留農(nong)(nong)藥(yao)使(shi)用試點,加大(da)(da)高效(xiao)大(da)(da)中型藥(yao)械補貼力度,推(tui)行(xing)(xing)精準(zhun)施(shi)(shi)(shi)(shi)藥(yao)和(he)科學用藥(yao)。鼓(gu)勵農(nong)(nong)業(ye)社會(hui)化(hua)(hua)服(fu)務(wu)組織(zhi)對農(nong)(nong)民使(shi)用農(nong)(nong)藥(yao)提供指導和(he)服(fu)務(wu)。

  (十八)推進農業廢(fei)棄(qi)物資(zi)源(yuan)化(hua)(hua)(hua)利用(yong)(yong)。落(luo)實(shi)畜(chu)禽(qin)規(gui)(gui)模(mo)養殖環境影響評價(jia)制度。啟(qi)動實(shi)施農業廢(fei)棄(qi)物資(zi)源(yuan)化(hua)(hua)(hua)利用(yong)(yong)示(shi)范(fan)工(gong)程。推廣畜(chu)禽(qin)規(gui)(gui)模(mo)化(hua)(hua)(hua)養殖、沼氣生產(chan)(chan)、農家(jia)肥(fei)積造一體(ti)化(hua)(hua)(hua)發(fa)展(zhan)模(mo)式,支(zhi)持規(gui)(gui)模(mo)化(hua)(hua)(hua)養殖場(區)開展(zhan)畜(chu)禽(qin)糞污綜(zong)(zong)合(he)利用(yong)(yong),配(pei)套建設(she)畜(chu)禽(qin)糞污治理設(she)施;推進農村(cun)沼氣工(gong)程轉型升(sheng)級,開展(zhan)規(gui)(gui)模(mo)化(hua)(hua)(hua)生物天(tian)然氣生產(chan)(chan)試(shi)點;引(yin)導和鼓勵農民利用(yong)(yong)畜(chu)禽(qin)糞便積造農家(jia)肥(fei)。支(zhi)持秸(jie)稈(gan)收集機械還田、青黃貯飼料化(hua)(hua)(hua)、微生物腐化(hua)(hua)(hua)和固化(hua)(hua)(hua)炭化(hua)(hua)(hua)等(deng)新技術示(shi)范(fan),加快秸(jie)稈(gan)收儲運(yun)體(ti)系建設(she)。擴(kuo)大旱作農業技術應用(yong)(yong),支(zhi)持使用(yong)(yong)加厚或(huo)可降(jiang)解農膜(mo);開展(zhan)區域性殘膜(mo)回收與綜(zong)(zong)合(he)利用(yong)(yong),扶持建設(she)一批(pi)廢(fei)舊(jiu)農膜(mo)回收加工(gong)網點,鼓勵企業回收廢(fei)舊(jiu)農膜(mo)。加快可降(jiang)解農膜(mo)研(yan)發(fa)和應用(yong)(yong)。加快建成農藥(yao)包裝廢(fei)棄(qi)物收集處理系統。

  六、強化(hua)農業科技創新(xin),提升科技裝備(bei)水(shui)平(ping)和勞動者(zhe)素(su)質

  (二十一(yi))推(tui)進農(nong)業(ye)生(sheng)(sheng)產機(ji)械(xie)(xie)化(hua)。適當擴大農(nong)機(ji)深松整地作業(ye)補助試點,大力(li)推(tui)廣(guang)保護性耕(geng)作技(ji)術(shu)(shu),開展糧棉油糖生(sheng)(sheng)產全程機(ji)械(xie)(xie)化(hua)示范,構建主(zhu)要農(nong)作物(wu)全程機(ji)械(xie)(xie)化(hua)生(sheng)(sheng)產技(ji)術(shu)(shu)體系。完善適合我國國情(qing)的農(nong)業(ye)機(ji)械(xie)(xie)化(hua)技(ji)術(shu)(shu)與裝備(bei)研發(fa)支持政策,主(zhu)攻薄(bo)弱環節(jie)機(ji)械(xie)(xie)化(hua),推(tui)進農(nong)機(ji)農(nong)藝融合,促(cu)進工程、生(sheng)(sheng)物(wu)、信息、環境等技(ji)術(shu)(shu)集(ji)成應用(yong)。探索完善農(nong)機(ji)報(bao)廢更新(xin)補貼實(shi)施(shi)辦(ban)法。

  (二十二)加快發展農業信息化。開展“互聯網+”現代農業行動。鼓勵互聯網企業建立農業服務平臺,加強產銷銜接。推廣成熟可復制的農業物聯網應用模式,發展精準化生產方式。大力實施農業物聯網區域試驗工程,加快推進設施園藝、畜禽水產養殖、質量安全追溯等領域物聯網示范應用。加強糧食儲運監管領域物聯網建設。支持研發推廣一批實用信息技術和產品,提高農業智能化和精準化水平。強化農業綜合信息服務能力,提升農業生產要素、資源環境、供(gong)給需求、成本收益(yi)等監測預警(jing)水平,推進(jin)農業(ye)大數據應(ying)用,完(wan)善農業(ye)信息(xi)發布制度。大力(li)實施信息(xi)進(jin)村(cun)入戶工程,研(yan)究(jiu)制定農業(ye)信息(xi)化(hua)扶持政策。加快國(guo)家農村(cun)信息(xi)化(hua)示范省建設。

  (二十三(san))大(da)力培育(yu)新型職(zhi)(zhi)業農(nong)民(min)。加(jia)快建立教(jiao)育(yu)培訓(xun)、規范管理和(he)(he)政策扶持(chi)“三(san)位一(yi)體”的新型職(zhi)(zhi)業農(nong)民(min)培育(yu)體系。建立公益性農(nong)民(min)培養培訓(xun)制度,深入實施(shi)新型職(zhi)(zhi)業農(nong)民(min)培育(yu)工程,推進農(nong)民(min)繼續教(jiao)育(yu)工程。加(jia)強(qiang)農(nong)民(min)教(jiao)育(yu)培訓(xun)體系條件能力建設,深化(hua)產教(jiao)融合、校企合作和(he)(he)集團化(hua)辦學,促進學歷(li)、技能和(he)(he)創業培養相(xiang)互銜接。鼓(gu)勵進城農(nong)民(min)工和(he)(he)職(zhi)(zhi)業院(yuan)校畢業生(sheng)等人員返鄉創業,實施(shi)現代青年農(nong)場主計劃(hua)和(he)(he)農(nong)村實用人才培養計劃(hua)。

  (二十四)全(quan)面推(tui)行農業(ye)標準(zhun)(zhun)化生(sheng)產(chan)(chan)(chan)(chan)。加強農業(ye)標準(zhun)(zhun)化工作(zuo),健(jian)(jian)全(quan)推(tui)廣和(he)(he)服務體系。加快制(zhi)修(xiu)訂農獸藥(yao)殘留(liu)標準(zhun)(zhun),制(zhi)定推(tui)廣一批(pi)簡(jian)明易懂的(de)生(sheng)產(chan)(chan)(chan)(chan)技(ji)術操作(zuo)規(gui)程,繼續推(tui)進農業(ye)標準(zhun)(zhun)化示(shi)范(fan)區、園(yuan)藝作(zuo)物標準(zhun)(zhun)園(yuan)、畜(chu)禽標準(zhun)(zhun)化示(shi)范(fan)場(chang)和(he)(he)水(shui)產(chan)(chan)(chan)(chan)健(jian)(jian)康養殖示(shi)范(fan)場(chang)建設(she),扶持新型農業(ye)經營(ying)主體率先開展(zhan)標準(zhun)(zhun)化生(sheng)產(chan)(chan)(chan)(chan),實現(xian)生(sheng)產(chan)(chan)(chan)(chan)設(she)施、過(guo)程和(he)(he)產(chan)(chan)(chan)(chan)品標準(zhun)(zhun)化。積極推(tui)行減量化生(sheng)產(chan)(chan)(chan)(chan)和(he)(he)清(qing)潔生(sheng)產(chan)(chan)(chan)(chan)技(ji)術,規(gui)范(fan)生(sheng)產(chan)(chan)(chan)(chan)行為,控制(zhi)農獸藥(yao)殘留(liu),凈(jing)化產(chan)(chan)(chan)(chan)地環境(jing)。

  (二十五)推(tui)進農(nong)業(ye)(ye)品(pin)牌(pai)化(hua)(hua)建設。加強政策引導(dao),營造(zao)(zao)公平有(you)序(xu)的市(shi)場(chang)競爭環(huan)境,開展(zhan)農(nong)業(ye)(ye)品(pin)牌(pai)塑造(zao)(zao)培育、推(tui)介營銷(xiao)和社(she)會宣傳,著力(li)打造(zao)(zao)一(yi)批有(you)影響(xiang)力(li)、有(you)文化(hua)(hua)內涵(han)的農(nong)業(ye)(ye)品(pin)牌(pai),提(ti)升(sheng)增值(zhi)空間。鼓勵企(qi)業(ye)(ye)在國際市(shi)場(chang)注冊商標,加大商標海外保(bao)護(hu)和品(pin)牌(pai)培育力(li)度。發揮有(you)關行業(ye)(ye)協會作用,加強行業(ye)(ye)自律,規范(fan)企(qi)業(ye)(ye)行為。

  (二十六)提高農產品質量安全監管能力。開展農產品質量安全縣創建活動,探索建立有效的監管機制和模式。依法加強對農業投入品的監管,打擊各類非法添加行為。開展農產品質量安全追溯試點,優先將新型農業經營主體納入試點范圍,探索建立產地質量證明和質量安全追溯制度,推進產地準出和市場準入。構建農產品質量安全監管追溯信息體系,促進各類追溯平臺互聯互通和監管信息共享。加強農產品產地環境監測和農業面源污染監測,強化產地安全管理。支持病死畜禽無害化處理設施建設,加快建立運行長效機制。加強農業執法監管能力建設,改善農業綜合執法條件,穩定增加經費支持。

  八、加強(qiang)農業國(guo)際合作(zuo),統籌國(guo)際國(guo)內兩個市場兩種資源

  (二(er)十七)推進國際產(chan)能合(he)作(zuo)(zuo)。拓展與“一帶一路(lu)”沿線國家和重點區域的(de)(de)農業(ye)合(he)作(zuo)(zuo),帶動(dong)農業(ye)裝(zhuang)備、生產(chan)資料等優勢產(chan)能對外合(he)作(zuo)(zuo)。健全農業(ye)對外合(he)作(zuo)(zuo)部際聯席會議制度。在(zai)充分利用現(xian)有政(zheng)策渠道的(de)(de)同時,研究農業(ye)對外合(he)作(zuo)(zuo)支(zhi)持(chi)政(zheng)策,加快培(pei)育(yu)具有國際競爭力的(de)(de)農業(ye)企(qi)業(ye)集團。積極引導外商(shang)投(tou)資現(xian)代(dai)農業(ye)。

  (二十八)加強農產品貿易調控。積極支持優勢農產品出口。健全農產品進口調控機制,完善重要農產品國營貿易和關稅配額管理,把握好進口規模、節奏,合理有效利用國際市場。加快構建全球重要農產品監測、預警和分析體系,建設基礎數據平臺,建立中長期預測模型和分級預警與響應機制。

  九、強化(hua)組織領導

  (二十(shi)九(jiu))落實(shi)地(di)方(fang)責任(ren)。各(ge)省(區、市(shi))人(ren)民政府要(yao)提高對轉變農業發展(zhan)方(fang)式重要(yao)性(xing)、復雜性(xing)和(he)長期(qi)性(xing)的認識,增(zeng)強(qiang)緊迫感和(he)自覺性(xing),加(jia)強(qiang)組織領(ling)導和(he)統(tong)籌協調,落實(shi)工(gong)作(zuo)責任(ren),健(jian)全工(gong)作(zuo)機制,切實(shi)把(ba)各(ge)項任(ren)務措施落到實(shi)處;要(yao)按照(zhao)本(ben)意(yi)見(jian)要(yao)求(qiu),結合當地(di)實(shi)際,制定具體實(shi)施方(fang)案。

  (三(san)十)加強部門協作(zuo)(zuo)。農業(ye)部要(yao)(yao)強化(hua)對轉變農業(ye)發展(zhan)方式工作(zuo)(zuo)的組(zu)織指導,密切跟蹤工作(zuo)(zuo)進(jin)展(zhan),及時總(zong)結和(he)(he)推廣經驗。發展(zhan)改革委、財政部要(yao)(yao)強化(hua)對重(zhong)大(da)(da)政策(ce)(ce)、重(zhong)大(da)(da)工程和(he)(he)重(zhong)大(da)(da)項目的扶持。人民銀行(xing)、銀監(jian)會、證監(jian)會、保(bao)監(jian)會要(yao)(yao)積極落實金融(rong)支(zhi)持政策(ce)(ce)。教育部、科技部、工業(ye)和(he)(he)信息化(hua)部、國土資源部、環境保(bao)護(hu)部、水利(li)部、商(shang)務(wu)部、質檢總(zong)局(ju)等部門要(yao)(yao)按照職責分工,抓緊出臺相關配套政策(ce)(ce)。
