萊茵高工談RoHS2.0新增受控物質的應對

  歐(ou)盟于2015年6月(yue)4日在其官方刊物(wu)( Official Journal of the European Union)上發布針對(dui)RoHS 2.0 (2011/65/EU) 的修(xiu)改(gai)(gai)指令(ling)((EU)2015/865)),該修(xiu)改(gai)(gai)指令(ling)新增4項限制物(wu)質(zhi)鄰(lin)(lin)苯(ben)二(er)(er)甲酸二(er)(er)(2-乙基(ji)己)酯(zhi)(DEHP)、鄰(lin)(lin)苯(ben)二(er)(er)甲酸二(er)(er)丁酯(zhi)(DBP)、鄰(lin)(lin)苯(ben)二(er)(er)甲酸苯(ben)基(ji)丁基(ji)酯(zhi)(BBP)及鄰(lin)(lin)苯(ben)二(er)(er)甲酸二(er)(er)異(yi)丁酯(zhi)(DIBP),限值濃度均(jun)為0.1%(基(ji)于均(jun)質(zhi)材料(liao)),并要求(qiu)其成員國在2016年12月(yue)31日前將指令(ling)轉化為本國法(fa)規(gui),于2019年7月(yue)22日開始(shi)實(shi)施。

WG3)相(xiang)(xiang)對(dui)應(ying)(ying),國(guo)(guo)內的(de)(de)(de)(de)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)化(hua)(hua)技術(shu)委員會(hui)(TC297)也正(zheng)(zheng)密(mi)切跟蹤(zong)國(guo)(guo)際(ji)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)的(de)(de)(de)(de)制定(ding)(ding),相(xiang)(xiang)應(ying)(ying)的(de)(de)(de)(de)國(guo)(guo)內轉化(hua)(hua)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)一(yi)般(ban)也會(hui)隨國(guo)(guo)際(ji)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)出(chu)(chu)臺(tai)(tai)后(hou)陸續出(chu)(chu)臺(tai)(tai),不(bu)(bu)(bu)過(guo)按(an)以往(wang)經(jing)驗(yan)(yan),時間上會(hui)較滯后(hou)

  RoHS2.0修(xiu)訂指(zhi)令的(de)(de)(de)出臺無(wu)形中加(jia)速了相(xiang)關標(biao)準的(de)(de)(de)制(zhi)定(ding)(ding)(ding)(ding)(ding)工作(zuo),對我國正在制(zhi)修(xiu)定(ding)(ding)(ding)(ding)(ding)的(de)(de)(de)電(dian)子(zi)電(dian)氣(qi)產品污(wu)染控制(zhi)管理辦法及(ji)配(pei)套(tao)標(biao)準的(de)(de)(de)制(zhi)修(xiu)定(ding)(ding)(ding)(ding)(ding)都(dou)會(hui)產生影響。另一方(fang)(fang)面(mian),修(xiu)訂指(zhi)令也會(hui)改(gai)變實(shi)驗(yan)室傳統的(de)(de)(de)RoHS 6項(xiang)檢(jian)(jian)測運(yun)作(zuo)模(mo)式,尤(you)其是對整(zheng)機測試,因成本等(deng)因素,之前的(de)(de)(de)6種(zhong)受(shou)(shou)控物(wu)(wu)質原則上可首先(xian)(xian)采用(yong)(yong)XRF測定(ding)(ding)(ding)(ding)(ding)鉛、鎘、汞、鉻、溴(xiu)的(de)(de)(de)總量(liang)(liang),然(ran)后對不(bu)能確定(ding)(ding)(ding)(ding)(ding)的(de)(de)(de)部分(fen)采用(yong)(yong)化(hua)學(xue)手段(duan)(duan)(比如等(deng)離子(zi)發射光(guang)譜(ICP-OES)及(ji)氣(qi)相(xiang)色譜質譜(GC-MS))確認結果,不(bu)少(shao)企(qi)(qi)業實(shi)驗(yan)室配(pei)有(you)XRF作(zuo)為篩(shai)查工具,一些企(qi)(qi)業的(de)(de)(de)RoHS體系也強調(diao)XRF在有(you)害物(wu)(wu)質控制(zhi)中的(de)(de)(de)使用(yong)(yong),對整(zheng)機進行(xing)(xing)(xing)RoHS有(you)害物(wu)(wu)質檢(jian)(jian)測時,一些第三(san)方(fang)(fang)實(shi)驗(yan)室也會(hui)用(yong)(yong)XRF進行(xing)(xing)(xing)RoHS初步核查,但修(xiu)改(gai)指(zhi)令中新增的(de)(de)(de)4種(zhong)化(hua)合物(wu)(wu)無(wu)法用(yong)(yong)XRF獲取有(you)用(yong)(yong)信息,只(zhi)能用(yong)(yong)各類質譜聯(lian)用(yong)(yong)手段(duan)(duan)(Py-GC-MS, IAMS, GC-MS 或(huo) LC-MS等(deng))定(ding)(ding)(ding)(ding)(ding)量(liang)(liang)或(huo)半定(ding)(ding)(ding)(ding)(ding)量(liang)(liang)測試,過(guo)去僅(jin)采用(yong)(yong)XRF篩(shai)選(xuan)的(de)(de)(de)方(fang)(fang)式已(yi)不(bu)能覆蓋所有(you)受(shou)(shou)限物(wu)(wu)質,事實(shi)上,隨著受(shou)(shou)限物(wu)(wu)質的(de)(de)(de)增加(jia),今(jin)后必然(ran)需(xu)(xu)要采用(yong)(yong)多(duo)種(zhong)手段(duan)(duan)才能完(wan)成初步篩(shai)查任(ren)務,同過(guo)去一樣,完(wan)成受(shou)(shou)限物(wu)(wu)質的(de)(de)(de)準確定(ding)(ding)(ding)(ding)(ding)量(liang)(liang)測定(ding)(ding)(ding)(ding)(ding)需(xu)(xu)要多(duo)種(zhong)手段(duan)(duan)的(de)(de)(de)并用(yong)(yong)。相(xiang)應地,實(shi)驗(yan)室或(huo)各管控機構都(dou)需(xu)(xu)要不(bu)同程度(du)上調(diao)整(zheng)自已(yi)的(de)(de)(de)RoHS有(you)害物(wu)(wu)質檢(jian)(jian)測運(yun)行(xing)(xing)(xing)模(mo)式,XRF仍然(ran)是可行(xing)(xing)(xing)的(de)(de)(de)初篩(shai)選(xuan)工具,但只(zhi)針對原RoHS中6項(xiang)物(wu)(wu)質,故之前只(zhi)有(you)XRF的(de)(de)(de)實(shi)驗(yan)室需(xu)(xu)要考慮(lv)或(huo)者(zhe)分(fen)包項(xiang)目到第三(san)方(fang)(fang)或(huo)者(zhe)添置相(xiang)關設備建立(li)(li)方(fang)(fang)法,對已(yi)有(you)基本儀器(qi)(如XRF、ICP-OES、GC-MS)并建立(li)(li)了方(fang)(fang)法的(de)(de)(de)實(shi)驗(yan)室,考慮(lv)到樣品種(zhong)類及(ji)樣品量(liang)(liang)大小的(de)(de)(de)不(bu)同,以及(ji)檢(jian)(jian)測結果的(de)(de)(de)用(yong)(yong)途(tu)不(bu)同,不(bu)少(shao)情況下(xia)直接定(ding)(ding)(ding)(ding)(ding)量(liang)(liang)測試比先(xian)(xian)篩(shai)選(xuan)后化(hua)學(xue)測試確認更為有(you)效,實(shi)驗(yan)室需(xu)(xu)按自已(yi)的(de)(de)(de)情況調(diao)整(zheng)檢(jian)(jian)測方(fang)(fang)案。
